The Consultant will have a strong technical background with at least 15 years experience across the range of aspects with a significant portion of that experience directed at disaster risk management. The Consultant will have an advanced University degree in post-graduate studies or demonstrated specialisation from experience following a graduate degree from a recognized university. The professional qualifications shall be in a relevant field and in areas pertinent to natural disaster management or associated fields. A PhD will be preferred. Knowledge and familiarity of non-structural aspects of Integrated Disaster Risk Management (IDRM) from experience is an essential qualification.

Description:
 

BACKGROUND:
 
To cope with this enormous task of rehabilitation and reconstruction in the 2005 earthquake affected areas, Government of Pakistan has established the Earthquake Rehabilitation and Reconstruction Authority (ERRA). In response to the request from the Government of Pakistan, UNDP provided support to ERRA in carrying out its mandate through programmatic and institutional capacity building and strengthened ERRA’s capacity in programme planning and implementation, through “Technical Assistance for Management of Earthquake Early Recovery” (TAMEER) project. With the reconstruction work progressing in full swing, it is the responsibility of ERRA to build the capacities of the already sensitised communities so that Disaster Risk Reduction is built into all sectors of reconstruction and to protect the infrastructure from destruction in any future disaster event, thus saving the development gains from erosion. The situation presents a unique opportunity to ERRA for implementing a comprehensive programme on disaster risk management in these areas.  ERRA needs the services of an international DRR Expert to perform the following tasks:
o       Provide guidance on the development of implementation strategy for the extension of DRM programme in other EQAAs
 
o       Provide technical support in mapping of different hazards
 

o       Support in the implementation strategy of School Safety Programme.

DELIVERABLES:
 
The consultant will be expected to deliver the following:
 
o       Review mapping parameters for snow avalanche hazard for calibration.
o       Simulation of snow avalanche modelling software for identification of impact zones.
o       Assessment of CBDRM performance indicators for improvement and incorporation in the extended DRM programme.
o       Outline project components for the extension of DRM programme
o       Define working criteria for mapping of remote hazards and implement the methodology in a selected area.
o       Define a strategy for implementation of School Safety Programme.
o       Prepare guidelines for DRR mainstreaming.
o       Provide technical guidance on slope susceptibility mapping parameters and weighing for landslide zonation mapping.
o       Calibration of debris flow modelling software in a selected area for its replication in the entire target area.
o       Submission of end of the mission report
 
 DURATION:
The consultant is required to start the consultancy from 05 March 2009. The consultant has to submit the final report by 18 March 2009.
