TORs for Sub-Engineer (National Urban Poverty Alleviation Programme
The Sub-Engineer shall be responsible for planning, implementation and follow-up of all technical maters related to the programme’s infrastructure development components of water, sanitation and housing. S/he will work in collaboration and under the supervision of the City Manager.
Assist participating communities in preparing technical designs and cost estimates.
Guide the social organizers on technical issues on an on-going basis.
Advice partners (NGOs/government departments) on technical matters related to programme activities.
Develop technical guidance notes in English and Urdu.
Oversee and guide the city offices in the preparation of any other material or technical issues in the field.
Assist in documenting the programme’s “Best Practices” in the relevant sub-sectors.
Contribute to annual and quarterly reports.
Assess the training needs of staff and stakeholders
Arrange/design training for the various groups.
Any other infrastructure related activity taken up by the programme in the future.
The incumbent should have 3-5 years relevant working experience; a generalist with a broad understanding across the field of civil engineering, including sewerage, drainage, water supply, roads, basic house construction etc.
The candidate should have interest and, ideally, previous exposure to low-cost methods for incremental development in urban low-income settlements. Knowledge of urban issues and a commitment to sustainable development is desired.
The candidate must have excellent written and spoken communication skills, both in English and Urdu.
