The Wafaqi Mohtasib’s Secretariat (WMS), in accordance with its mandate to facilitate the public with the assistance of Federal Agencies to redress public grievances regarding service provision, has initiated a project in collaboration with UNDP for strengthening public grievance redress mechanisms (SPGRM). The project has the following objectives:
(i) To improve redress and response systems and procedures on accountability, transparency and integrity (ATI) to enable closer alignment with the needs and expectations of citizens;
(ii) To increase public demand for ATI in service delivery; and
(iii) To facilitate availability of and access to information regarding grievance redress and service delivery mechanisms and standards.
In order to realize the aim of targeting systemic failures, the Wafaqi Mohtasib (WM) has taken the initiative of establishing a Research & Analysis Wing in the Head Office, headed by the Member/Additional Secretary, who is assisted by a Director. This Wing has been tasked with the responsibility for identifying patterns and practices that lead to maladministration and to analyze their causes. This analysis will be shared with the Agencies and also published to enable access to a wider audience. This Wing will also engage with academia and think tanks, both local and international, to assist in carrying out research on various topics. The Research & Analysis Wing also helps set standards for performance and in the monitoring of performance of Investigation Officers.
The Research and Analysis Specialist will provide substantive input to take forward the mandate of the R&A wing
Substantive Inputs to Research and Analysis:
- Develop a comprehensive work plan for the R&A wing and take responsibility for its timely delivery.
- Development of analytical parameters for assessing performance of investigating officers.
- Study of the CMIS of the Wafaqi Mohtasib Secretariat and propose improvements thereof.
- Identify and establish the type, standard and frequency of collection of baseline data on agreed indicators for evaluation of the performance of the WMS, as well as any aspect of the SPGRM that the Ombudsman directs.
ï‚§ Research on best practices in comparative countries of systems and procedures of public sector agencies related to service provision.
ï‚§ Study of cause of systemic failures in public sector agencies of Pakistan and recommendations thereof.
ï‚§ Development of a model for regular reviews of systems and procedures in public sector agencies in light of the feed back received through citizens complaints.
ï‚§ Research in related fields in line with the subjects responsible for mal-administration as defined in Article-2 of the P.O No. 1 of 1983.
Collaborative Partnerships and Development
ï‚§ Collaborative partnerships and development will include tasks that further the R & A wing purposes, including:
o Co-ordination of the R & A specialist with other wings and sections of the WMS; UNDP; and other multilateral and bilateral donors to promote synergies;
o Research project identification
o Identifying the clients for research outputs within and beyond the WMS, the means by which these outputs may be used and how they should be packaged and promoted;
Link with the Communication and Outreach Strategy:
In lline with the role envisioned in the Communication and Put reach strategy, the R&A specialist will ensure
ï‚§ Annual, Bi-Annual, Quarterly and Thematic Reports that comply with legal provisions contained in the President’s Order No.1 of 1983.
ï‚§ Coordinate with SFO and Director (PR) to compile in partnership with the regional offices Performance and Thematic Fact Sheets and Updates for general awareness on different aspects of the working of the Ombudsman’s office, highlighting progress achieved.
ï‚§ Coordinate with Communication Officer SPGRM for developing formats and SoPs for packaging and dissemination of research in a form appropriate for use by beneficiaries
A lump sum, competitive package commensurate with experience and degree of expertise, and applicable salary scales.
