Experience:

In depth knowledge of drugs abuse and HIV/AIDS at global, regional and country level more specifically among Afghan refugees in Pakistan. Minimum 2-3 years of relevant experience in project designing, development and supervising interventions related to prevention of HIV among Afghan refugees injecting drug users/ drug users. Experience of working within UN system or international agencies in the area of drug abuse and HIV/AIDS prevention. Strong research methodology and M & E skills preferred. Ability to work with Government, NGOs, sister UN agencies and other counterparts is essential. Experience of working with Afghan refugees in Pakistan is essential.

Description:
 

Maintain dialogue between UNODC and key stakeholders, including the relevant government entities such as Ministry of Narcotics Control/Anti Narcotics Force, Commissionerate for Afghan refugees, National /Provincial HIV/AIDS Control Programme, on policies and issues related to interventions for reducing the risk of spread of HIV/AIDS among Afghan refugees injecting drug users/ drug users and refugees returning to Afghanistan;
Promote development of an integrated government strategy on a comprehensive approach towards injecting drug use/drug use among Afghan refugees in Pakistan and refugees returning to Afghanistan;
Take action with the stakeholders, such as civil society organizations, to publicize best practices on IDUs/DUs interventions;
Design, coordinate and monitor new assessments, research and studies on trends and patterns of HIV/AIDS among IDUs/DUs and Afghan refugees in Pakistan;

Participate and provide substantive inputs to national, regional and international meetings/workshops/programmes on HIV/AIDS prevention, specifically IDUs interventions
Develop new UNODC initiatives related to prevention of HIV/AIDS among injecting drug users/ drug users, their families and partners in Afghan refugees camps in Pakistan  and refugees returning to Afghanistan;
Participate in meetings/workshops on prevention of HIV/AIDS organized by sister UN agencies, Ministry of Narcotics Control and National/ Provincial HIV/AIDS Control Programmes;
Review applications from the NGO community for funding grants. Monitor the implementation of activities funded by these grants and ensure the submission of interim (as appropriate) and final reports on the project activities funded by UNODC;
Prepare correspondence and reports, related to HIV/AIDS and injecting drug use/drug use among Afghan refugees, as assigned by the Drugs & HIV Adviser UNODC Country office Pakistan;
Fulfil any other duties as assigned by the UNODC Country Representative Pakistan.
