Background:

ADPB II is a community based area development initiative designed to contribute to poverty reduction in target areas of Balochistan through interventions aimed at increasing household incomes and access to productive assets.
Main activities of the programme include:
• Mobilizing communities to partner with the programme for development schemes
• Construction of community based water harvesting structures, range management, research and demonstration of high yield crops varieties and improved breeds of animals, improving livestock management and protection system, developing and strengthening of irrigation system.
• Improving access to markets, skills enhancement training of communities in various trades
• Linkages development with line departments and other relevant organizations

Tasks and Responsibilities:

Under the direction and supervision of National Programme Director (NPD) and where necessary with his/her assistance, the National Programme Coordinator (NPC) will be responsible for day-to-day operations of the Programme and perform the following tasks:

Management:
o Support the National Programme Director (NPD) in the overall programme management, implementation and achievement of programme results
o Act as a focal person on behalf of the UNDP during the implementation of the programme besides coordinating with short term consultant as and when on board
o Responsible for day-to-day programme management and office routines
o Assist NPD and UNDP in the selection and recruitment of programme personnel and short term consultants
o Prepare programme work plan and ensure that it is approved by the competent authority and implement all activities to achieve programme objectives as envisaged in the programme document / PC I.
o Keep track and maintain accounts of the programme funds in line with the relevant guidelines of UNDP and Project Cycle Operation Manual (PCOM) and ensure effective utilization of programme resources
o Prepare and submit regular periodic progress reports (Annual Review Report, Quarterly Review Report) to NPD, UNDP and Steering Committee
o Ensure that a proper monitoring system is in place with regular reporting and control
o Coordinate and facilitate the conduct of programme evaluation
o Monitor the performance of the staff assigned to the programme by communicating and providing feedback to improve performance.
o Provide input to performance appraisals of staff assigned to the programme, determine staffing needs and delegate work assignments.
o Assure that all contractual obligations are adhered to and make the necessary contracts with required staff to ensure that implementation meets programme targets.
o Follow-up the financial performance, audit recommendations of the programme in terms of preparing accurate and timely financial reports
o Submit required analytical progress reports (technical and financial) as required
o Assist in resource mobilization for the programme and regularly follow up with the cost sharing partners for timely release of funds
o Facilitate the timely convening of Programme Steering Committee  meetings and ensure participation of its members
o Organize high – level workshops / symposia and policy dialogues, when needed
 
Technical Input:
 
o Based on the field work of ADPB II, experiences and lessons learned, prepare policy briefs for consideration of the Government to revise / refine its related policies / interventions
o Closely interact with the Planning and Development Department, Government of Balochistan and other concerned departments and provide substantial inputs to feed into their plans
o Supervise the production of research and analytical studies, advocacy material, best practices for poverty reduction / rural development and lessons learnt from field interventions   
o Support and guide the staff recruited for the programme on a regular basis.
o Arranging technical training workshops for different stakeholders, where needed
 
Coordination and Communication:
 
o Develop close working relationships with all programme participants and stakeholders at national and sub national levels to establish a shared vision of the programme and achieve programme objectives
o Establish and maintain good working relations with the relevant government, ministries as well as higher-level stakeholder groups, donors
o Encourage staff to report on fieldwork, highlight problems and possible solutions
