Experience:

At least eight 3 to 5 years of relevant working experience including working for international organizations. Preference will be given to those with previous UN experience. A diverse background in project management is preferred.
Excellent command of the English and Urdu languages, spoken and written.
Proven track record in operations management.
Thorough knowledge of UN rules and regulations and of procedures related to country level project implementation.
Ability to work under pressure against deadlines and to work efficiently in a multi-national team.
Excellent interpersonal skills and cross-cultural awareness.
Ability to work with minimum supervision, with efficiency, competence and integrity.
Computer literacy in MS Word, Excel and financial management softwares is required.

Description:
 

BACKGROUND

Background: The United Nations Secretary General constituted a High Level Panel on UN Reform (UN System-wide Coherence) at the global level of which Pakistan is Pilot country. The reform’s objective are too reduce fragmentation and improve efficiency and effectiveness within the UN and within government towards better development service delivery. A key recommendation is to establish ‘One UN’ at the country level with one leader, one programme, one budgetary framework, one management practice, and wherever appropriate, one office. “Delivering as One” in Pakistan is the result of a UN Reform process that will bring together the strengths of all UN agencies to increase efficiency and efficacy in a transparent and accountable manner for better service delivery to the beneficiaries and coordination and support to the Government, Donors and implementing partners, contributing significantly towards human development for the people in Pakistan – especially the Millennium Development Goals (MDGs), United Nations Development Assistance Framework (UNDAF) and Poverty Reduction Strategy Paper (PRSP) that outline government priorities – and to deliver humanitarian assistance when necessary and further aligning its activities with national priorities and procedures in line with the Paris Declaration on Aid Effectiveness .

The Reform process in Pakistan include Five Thematic Areas and Four Cross Cutting Issues:
Joint Programs in the five focus areas:
i. Agriculture, Rural Development and Poverty Reduction
ii. Health & Population
iii. Education
iv. Environment
v. Disaster Risk Management

The four cross-cutting issues of human rights, gender equality, civil society engagement and refugees are an essential part of the One Program.  The Government and the UN Country Team are committed to addressing those issues in a holistic and integrated manner, ensuring that they are treated harmoniously within the Joint Programs.
The planning phase of the ONE UN in Pakistan is coming to completion and the implementation of the ONE UN Program will begin in 2009.

The RCO Resident Coordinators Office is responsible in coordinating the process in Pakistan. The RCO team is committed to provide the support through the Operations and Management Team which will assist the RCO in supporting the Business Harmonization team and the Administrative Agent for the UN Pilot.
Responsibilities in Outline: Under the general guidance of the Senior Coordination Officer at the Resident Coordinators Office, the Operations Management Officer will lead the Operations Management Team at the RCO who will provide high quality professional management expertise regarding administrative, financial, human resources and logistics issues.  The officer will support the RCO through the implementation phase of the ONE UN Program. Provide the RCO financial advice for the One UN Fund, liaise with the various Administrative Agents of the One UN Programs and provide management and guidance to the RCO/Operations Management Team. The incumbent should have the capacity to consistently deliver services and  evaluate and readjust operations to take into account changes in the operating environment.

SCOPE OF WORK

 Manage the OMT team at RCO.
 Manage the RCO budget and financial commitments by RCO.
 Ensuring effective and accurate financial resources management, in accordance with UN Rules and Regulations, and supervision of the finance team.
 Preparation of mandatory RCO budgets and financial reports as required.
 Proper planning, expenditure tracking and audit of financial resources.
 Provide the RC financial advice for the Delivering as One’s Executive Committee commitments based on Sub Committee financial reports and Administrative Agent’s reports.
 Interface with UNDP as Administrative Agent for the One UN Fund.
 Provide and manage RCO operations and management team guidance and coordination.
 Engage, provide input, coordinate activities and provide strategic momentum for various business harmonization sub groups for the ONE UN.
 Monitoring and control of RCO budgets, including backstopping support as required.
 Monitor and plan the cash-flow of the RCO accounts and expenditures of the budget.
 Preparation of regular and ad hoc financial reports as required.
 Support Senior Coordination Officer to assess the capacity building needs of teams.
 Ensure effective human resources management and supervision of human resources, in accordance with UN Rules and Regulations.
 Liaison with UNDP and other UN Agencies operations managers where necessary for ONE UN Operations issues.
 Effective monitoring and management of staff contracts, including attendance records, leave balances, extension requirements, etc.
 Supporting the establishment of a proper performance management and staff development systems.
 Ensure provision of efficient procurement and logistical services and supervision of procurement processes and staff, in accordance with UN Rules and Regulations.
 Preparation and management of procurement documents.
 Participation in Long term Agreement process bid evaluation as required.
 Ensuring smooth operations regarding staff travel etc.
 Ensuring the timely organization of workshops and other events,
 Maintaining up-to-date inventories of equipment.
 Any other tasks assigned by Senior Coordination Officer and Resident Coordinator.
