Description:
 

The terms of reference of RTS are as follows.
a. Provide Telecommunications Advice:
• In liaison with the UN Pakistan Telecommunications Working Group, advises Chief Security Adviser (CSA) on all emergency telecommunications matters.
• In liaison with the UN Pakistan Telecommunications Working Group, produce and recommend cost estimate to operate, repair and maintain UN emergency communications network.
• In liaison to the UN Pakistan Telecommunications Working Group, assist the CSA towards designing, institutionalizing, and upgrading UN Emergency Communications System commensurate to UN Security Plan in Pakistan.
b. Coordinate Technical, Administrative and Operational Issues of UN Emergency Communications Network in Pakistan:-.
• Coordinate the deployment of UN Pakistan emergency communications networks and supporting infrastructures; to include HF/VHF radios, satellite voice and data communications, telecommunications towers and corresponding power supply system.
• Coordinate technical, logistical, and administrative support to UN emergency communications system to ensure its reliability, robustness, efficiency and continuity.
• Coordinate the stock of emergency telecommunications equipment and its distribution including roster of available telecommunications staff (emergency) to support UN emergency response plan.
• Maintain a central Call Sign database and coordinate with all UN Organizations.
• Document SOPs in accordance with the UN security plan in Pakistan.
• Guide and Support NGOs to use UN HF/VHF Network.
• Coordinate staffing requirement of UN radio rooms to ensure its’ smooth functioning on a 24/7 basis.
• Identify and coordinate telecommunications support available from vendors/service providers to UN organizations in Pakistan requiring such assistance.
c. Liaise with UN Agencies and Local/National Regulatory Authorities on the Issues of Emergency Communications System:-
• Liaise with the local/national regulatory authorities for radio frequency licensing and other issues of UN Pakistan emergency communications system e.g., radio frequency interference, sharing of premises and infrastructures and etc.
• Liaise with UN agencies in Pakistan to establish and run UN Pakistan telecommunications working group.
• Liaise with UN agencies in Pakistan to ensure its’ full compliance with the telecommunications elements of MOSS, commensurate to the security phase in force or anticipated.
• Liaise with UN agencies in Pakistan in order to maximize inter agency collaboration and implement the standard operating procedures in the field of emergency telecommunications.
• Liaise with the UN agencies in Pakistan to ensure that their telecommunications systems are compliant to the relevant frequency and call sign allocations to ensure network discipline and also to coordinate changes on radio frequency, radio channel arrangement and call sign allocations across the operational area.
d. Install, Repair and Maintain Emergency Telecommunications Equipment:-.
• Overall responsible for the proper installation and technical effectiveness of emergency telecommunications equipment installed in UN radio rooms, UN offices and UN vehicles in Pakistan.
• Establish control system to ensure that all UN Pakistan emergency telecommunications equipments are in proper repair and working order.
• Plan for the purchase for new equipment required for Emergency deployment across the country.

e. Provide Training to Operate, Maintain, and Troubleshoot Emergency Telecommunications Equipment:-.
• Collaborate with UN organizations in Pakistan regarding the training of all staff in the use of emergency telecommunications equipment e.g. HF/VHF radio, sat phone, satellite IP modem, GPS and also UN Pakistan Voice Procedure and Radio Room Reporting Procedure.
• Liaise with UN Pakistan Telecommunications Working Group to train agency staff/technician on operating and troubleshooting of emergency telecommunications equipment as required.
• Provide training to UN Emergency Communications Assistants to operate, maintain and troubleshoot radio room equipments.

f. Ensures Technology Upgrading and Cost saving Measures:-. 
• Identify and test new software and hardware for improving and upgrading system performance; make recommendations to all UN agencies in Pakistan and supervise installation of any technology upgrades as required.
• Maintain and analyze telecommunications data and statistics to be able to identify, recommend and implement cost saving measures.
• Identify appropriate standards common to all UN organizations in Pakistan to procure telecommunications equipment at the least cost and the most expedient manner.
