The UN is embarking on perimeter works and creation of new entry points and facilities at the UN House in Islamabad. The construction will include extensive reinforced concrete works with complex logistical requirements and a need for continuous quality assurance and careful contract management.
Duties will include coordination and supervision of all on-site construction activities for the projects within established schedules. Direct responsibility for monitoring and supervision of contractors and the construction process in the areas of site monitoring, change orders, contract compliance, quality assurance, and documentation of all interaction; where required, decision making on technical issues; completion and hand-over.
Functions / Key Results Expected:
Summary of Key Functions:
Provide site construction management to the UNDP Perimeter Works and Entry project.
Report to the Project Manager, UN Premises (PM) on all technical issues including but not limited to technical specifications, monitoring, and quality assurance. Coordinate the quality of all facets of the site projects construction. Manage the Quality Audits to ensure that projects are constructed safely and to specification.
Coordinate with the PM and the contractor to develop, maintain and monitor a detailed coordinated construction programme for the UNDP Perimeter Works and Entry project.
Monitor the contractors logistics supply chain to ensure timely delivery of materials and equipment to meet the construction programme.
Compare the site working progress with the contractors working schedule (GANTT Chart) and take the required action to ensure contractors follow these schedules to ensure completion within the contracted period. Report progress to the PM and contribute to monthly reporting to UNDP management as required.
Be responsible for monitoring the construction quality to verify that work is completed as per specification and relevant codes of practice, ensuring that all materials and equipments related to the project meet the required standards and specifications. Coordinate and keep a proper data base of material testing results.
Bring to the attention of the PM any aspect of the projects which are not meeting timelines or where quality standards are not being met and provide solutions to improve the quality of work. Ensure a transparent and detailed monitoring system on progress of the construction activities.
Be responsible for maintaining full contract records for the construction site; Assist the PM in verifying payment requests against bills of quantities and agreed variations.
Ensure that the contractors are not pouring concrete without written approval and that they proceed with each new critical step implementation based on issued Notice to Proceed only. Collect and securely store samples from each delivery of concrete to site and oversee 7-day and 28-day testing of same to establish quality. Report on test results and take action accordingly.
Ensure health and safety issues on-site are monitored and safe work practices are followed including the use of Personal Protection Equipment (clothing and footwear, ear and eye protection, hard-hats etc.), safe tools and equipment, and full contractor compliance with the established Health & Safety plan.
At the request of the PM, liaise with various officials and authorities.
Perform other duties as may be assigned by the project Manager.

The key results have an impact on the execution of the security services management in terms of quality and accuracy of work completed. Accurate data entry, presentation of information and client-oriented approach enhances UNDSS capability in provision of efficient services.

Experience in the management and coordination of construction programmes; Project management experience of complex construction projects; Experience with (R.C.) masonry, wood and steel construction, and structures.
Experience in the application and use of International forms of civil engineering and construction contracts.
Experience of project planning and financial management of construction projects; Contract administration knowledge including change order control and negotiation(s), auditing for compliance, and contract close-out
Experienced in quality assurance to recognised building construction standards; Basic knowledge and experience of environmental protection (disposal).
Knowledge in construction estimating practices and current labour and material costs; Thorough knowledge and understanding of the commercial construction environment.
Self-supporting in computers, including MS office programs; MS Project and AutoCAD computer skills desirable.
Languages: Thorough knowledge of English and Urdu, knowledge of other languages spoken in the region an advantage.
