Experience:

At least 10 years of accumulated demonstrated experience in development planning and management of disaster resilient infrastructure / constructions. Development and implementation of technical and policy guidelines for risk free housing and related infrastructure development. Development / implementation of town planning and housing standards. Any organization dealing with disaster risk management issues / projects. Considerable experience in development and implementation of DRR mitigation measures, hazard free site selection, earthquake resilient buildings, retro-fitting of existing structures etc. Extensive field experience, including work with government agencies, and academia in the area of infrastructure planning, designing and construction with an aspect of disaster risk management. Knowledge of challenges and issues in housing and works/construction sector. Demonstrated capacity to independently manage assignments and meet tight deadlines.

Description:
 

1.       Objectives of this consultancy
The main objectives are to develop sector specific comprehensive technical guidelines on integration of disaster risk reduction into development process in the ministry. The consultant will plan to achieve these objectives within the allocated time. The output will be finalized through consultation with the Sectoral Working Group of the Ministry of Housing and Works as well as the National Working Group on Disaster Reduction. The consultants will work in close coordination with Mainstreaming Expert and concerned stakeholders in the sector. The consultant will focus on the selected three attached department/autonomous bodies of the ministry (NHA, PHA and Pak-PWD) in this phase.
 
2.       Reporting
The Consultant will report to the National Disaster Reduction Advisor.
 
3.       Duties and Responsibilities
The Consultant will be responsible to achieve the above stated objectives in consultation with the Ministry of Housing and Works, its attached departments/autonomous bodies and other relevant stakeholders. DRR Consultant will perform following sector specific tasks.
·         Carryout a review of the existing project cycle with a view to identify appropriate stages for integration of DRR measures and existing projects format/templates;
·         Identify and assess existing project design and implementation tools; e.g. IT based project development, evaluation and monitoring tools;
·         Review the annual development programme planning process and procedure of the ministry with a view to incorporate disaster risk assessment and risk reduction;
·         Identify the ministry’s needs for capacity development on integration of disaster risk assessment and disaster risk reduction;
·         Suggest modifications with reference to each stage of the project cycle;
·         Develop technical guidelines to assess the development projects of the ministry and its selected attached departments/autonomous bodies with DRR lens, including:
o        Detailed check-list to assess natural/man-made hazard risks to planned and existing physical infrastructure and buildings;
o        Detailed check-list to identify risks that the planned and existing physical infrastructure and buildings may pose to the environment and people;
o        Mitigation strategies for different types of public buildings and related infrastructure;
o        Indicators to measure the implementation of DRR strategies in different development projects;
o        Guideline on clearance and approval procedures for Disaster Risk Assessment and Disaster Risk Reduction measures implementation in various physical infrastructure and buildings development works;
·         Present deliverables to the working groups, collate and analyze feedback from them,  incorporate comments and revise the deliverables accordingly, and get final approval;
·         Participate in the meetings of the National Working Group and Sectoral Working Group of the Ministry of Housing and Works as and when required;
·         Facilitate and engage the ministerial working group for their input and to acquire the requisite information to accomplish the assigned objectives;
·         Select one ongoing and two new projects with the consent of the Ministerial Working Group for risk assessment and integration of DRR, and present them as show case projects;
·         Ensure coordination with other UN agencies working in the joint DRM programme;
·         Any other activities assigned by the NDRA with regards to DRR mainstreaming in the ministry
 
4.       Deliverables
 
               i.      Need Assessment Report for capacity development of the Ministry of Housing and Works its selected attached departments/autonomous bodies for DRR integration, including but not limited to:
a)       Functions and mandates of the ministry its selected attached departments/autonomous bodies;
b)       Review of the existing project cycle;
c)       An elaborative analysis of current annual development programme planning process and procedure (business process, business rules and authorities);
d)       Identification of stages in the project cycle where DRR intervention is appropriate;
e)       Assessment of existing capacity of the ministry for incorporation of DRR into project cycle;
f)         Ministry’s needs for capacity development on integration of disaster risk assessment and disaster risk reduction with reference to each stage of the project cycle;
g)       Modifications in the existing development planning process and procedure for integration of DRR, based on the above need assessment;
             ii.      Finalized Technical Guidelines on Integration of DRR for the Ministry of Housing and Works and its selected attached departments/autonomous bodies, including but not limited to:
a)       Detailed check-list to assess natural/man-made hazard risks to planned and existing physical infrastructure and buildings;
b)       Detailed check-list to identify risks that the planned and existing physical infrastructure and buildings may pose to the environment and people;
c)       Mitigation strategies for different types of public buildings and related infrastructure;
d)       Indicators to measure the implementation of DRR strategies in different development projects;
e)       Detailed guiding notes for three selected attached departments (NHA, PHA and Pak-PWD) for incorporation of DRR into their policies and strategies;
 
5.       Competencies
 
·         Excellent knowledge of civil works and various technologies available in Pakistan for construction of infrastructure and buildings;
·         Excellent understanding of building codes / building regulations / planning standards generally put into practice in Pakistan;
·         Good understanding of the public sector development programmes in the Ministry of Housing and Works;
·         Good understanding of building codes / building regulations / construction standards (local and international) being implemented in the housing and works sector;
·         Excellent interpersonal communication skills; 
·         Ability to coordinate with the relevant development actors in the sector; 
·         Excellent skills in technical report writing;
·         Positive attitude with a mind set of delivering development services in a most professional manner;
