Experience:

At least 10 years of accumulated demonstrated experience in development and implementation of technical and policy guidelines for industrial infrastructure development, hazmat, industrial unit development and management of related infrastructure etc. Vast experience in development and implementation of DRR mitigation measures, like industrial safety standards, hazards risk management etc. Knowledge of current challenges and issues in the sector. Extensive experience, including work with government agencies, or academia in the area of industrial development planning, design and constructions; disaster risk management in industries and production sector. Demonstrated capacity to independently manage assignments and meet tight deadlines.

Description:
 

Objective:
The main objective is to develop sector specific comprehensive technical guidelines on integration of disaster risk reduction into development process. The consultant will plan to achieve these objectives within the allocated time. The output will be finalized through consultation with the Sectoral Working Group of the Ministry of Industries and Production as well as the National Working Group on Disaster Reduction. The consultant will work in close coordination with Mainstreaming Expert and concerned stake holders in the sector. The consultant will focus on the selected five attached department/autonomous bodies of the ministry (USC, NIP, Pakistan Steel, PIDC and SMEDA)) in this phase.
Reporting
The Consultant will report to the National Disaster Reduction Advisor.
Duties and Responsibilities
The Consultant will be responsible to achieve the above stated objectives in consultation with the Ministry of Industries, Production and Special Initiatives, its attached departments/autonomous bodies, corporations and other relevant stakeholders. Three attached departments/organizations of the ministry (serial i to iii) will be targeted during this consultancy. The Consultant will perform following sector specific tasks:
• Carryout a review of the existing project cycle with a view to identify appropriate stages for integration of DRR measures;
• Identify and assess existing project design and implementation tools; e.g. IT based project industrial development and risks assessment tools;
• Review the annual development programme planning process and procedure of the ministry with a view to incorporate disaster risk assessment and risk reduction;
• Identify ministry’s needs for capacity development on integration of disaster risk assessment and disaster risk reduction;
• Suggest modifications with reference to each stage of the project cycle;
• Develop technical guidelines on public and private sector industries with help of the Ministry including:
o Detailed check-list to assess natural hazard risks to planned industrial installations (both in public and private sector);
o Detailed check-list to identify risks that the planned industry may pose to the surrounding environment and people;
o Mitigation strategies for different types of industrial installations for natural and industrial disasters;
o Indicators to measure the implementation of DRR strategies in different ongoing and existing industrial installations;
o Guideline on approval procedures for Disaster Risk Assessment and Disaster Risk Reduction’ measures implementation in various industrial installations and related infrastructure;
• Present the guidelines to the Ministerial Working Group and the National Working Group; incorporate comments, and get final approval;
• Ensure coordination with other UN agencies working in the joint DRM programme;
• Any other activities assigned by NDRA with regards to DRR mainstreaming in the ministry;

Deliverables
I. Need Assessment Report for capacity development of the Ministry of Industries Production and Special Initiatives its selected attached departments/autonomous bodies for DRR integration, including but not limited to:
a) Functions and mandates of the ministry and its selected attached departments/autonomous bodies;
b) Review of the existing project cycle;
c) An elaborative analysis of current annual development programme planning process and procedure (business process, business rules and authorities);
d) Identification of stages in the project cycle where DRR intervention is appropriate;
e) Assessment of existing capacity of the ministry for incorporation of DRR into project cycle;
f) Ministry’s needs for capacity development on integration of disaster risk assessment and disaster risk reduction with reference to each stage of the project cycle, within the ministry and its attached department, but also for private industrial developments;
g) Modifications in the existing development planning process and procedure for integration of DRR, based on the above need assessment;
II. Finalized Technical Guidelines on Integration of DRR for the Ministry of Industries Production and Special Initiatives and its selected attached departments/autonomous bodies, including but not limited to:
a) Detailed check-list to assess natural/man-made hazard risks to planned and existing industrial infrastructure and major industrial installations of the ministry and its selected attached departments/autonomous bodies;
b) Detailed check-list to identify risks that the planned and existing industrial infrastructure and industrial installations may pose to the environment and people;
c) Mitigation strategies for different types of industries and related infrastructure;
d) Indicators to measure the implementation of DRR strategies in different development projects;
e) Detailed guiding notes for five selected attached departments/autonomous bodies (USC, NIP, Pakistan Steel, PIDC and SMEDA)) for incorporation of DRR into their policies and strategies;
Competencies
• Excellent knowledge of industrial development planning and management, construction of industrial infrastructure; industrial risk assessment and management etc;
• Good understanding of current government policies on industries and production sector;
• Good understanding of industrial development standards, building codes being implemented in Pakistan for installation of industries and development of industrial infrastructure; such as development of industrial estates, and installation of large industrial units etc;
• Sound knowledge of industrial safety and risk issues, prevailing risk standards and mitigation technologies;
• Good understanding of the public sector development programmes of the ministry;
• Excellent interpersonal communication skills; 
• Ability to coordinate with the relevant development actors in the sector; 
• Excellent skills in technical report writing;
• Positive attitude with a mind set of delivering development services in a most professional manner;
