At least 15 years of professional experience in project/programme planning, development and implementation of integrated natural resources management projects.
Extensive knowledge of land degradation and desertification issues in Pakistan
Proven track record of working with the multi-stakeholders, including federal and provincial government authorities, NGOs and research institutions.
Proven ability to work under pressure and time constraints.
Ability to lead multi-discipline teams of technical experts.
Experience and knowledge of the functioning, procedures, and systems of GoP and UNDP projects, especially with PCOM-III procedures and requirements would be appreciated.
Previous experience in GEF project proposal preparation and familiarity with GEF operating areas and strategic priorities would be an added advantage.
Computer literate with excellent facilitation, interpersonal and communication skills.

Description (TORs):

The MoE plans to recruit a Project Manager/Team Leader who will report to the Inspector General of Forests/National Project Director and will be responsible for implementation of PDF-B project in close collaboration with the MoE and the United Nations Development Programme (UNDP). The Project Manager (PM) will lead the full-project preparatory work and will be responsible for the overall management and coordination of operations of the Project Preparation Unit (PPU) to be established within the Ministry. He/she will be responsible for day-to-day management, general and financial administration, work planning, progress reporting, monitoring and quality control of inputs from consultants and sub-contracts to undertake the PDF-B activities. The PM will work closely with the UNCCD focal point in the MoE to seek updated information on the UNCCD implementation in Pakistan and will ensure that final full-scale Project Brief meets UNDP/GEF requirements. The PM will also keep close liaison with PIU-3 of the NEAP-SP.

KEY TASKS AND RESPONSIBILITIES

  • Lead and manage the PPU, apply administrative and technical procedures as required by the UNDP and PCOM-III.
  • Maintain record of all financial transactions in line with UNDP/PCOM-III procedures
  • Undertake project activities for the production of project outputs as per timeline given in the Project Document.
  • Supervision of project technical, administrative and support staff.
  • Preparation and revision of project work plans, budgets and financial plan.
  • Preparation of TORs for the input of sectoral experts/consultants and international consultants as well as evaluation of the perspective candidates.
  • Preparation and processing of TORs for sub-contracts for specific input needed for implementation of the project activities.
  • Hiring sectoral-experts/consultants in consultation with the NPD and UNDP-CO.
  • Provide backstopping to NPD in organizing PSC meetings.
  • Acting as Member/Secretary to the Project Technical Committee (PTC) and organize its meetings.
  • Coordinate the project activities with the line ministries, sectoral agencies, NGOs, research institutions and local communities to ensure their participation in implementation of the project activities
  • Coordinate and supervise the technical activities of the national/international experts to secure timely production of outputs planned in the project document
  • Lead and manage stakeholders’ consultation process to seek broader input in participatory preparation of the full-project brief
  • Assist GIS analyst for establishing SLM information system
  • Timely preparation and submission of quarterly and annual progress reports to the UNDP-CO
  • Lead preparation full-project brief in line with the GEF requirements and seek its validation from the stakeholders 
  • Revise the Project Brief in accordance with the received comments
  • Submit the revised Project Brief to UNDP Pakistan
  • Contact and coordinate the potential donors and relevant government agencies for securing co-financing for the full-project
  • Identify and resolve project implementation problems with the assistance of the NPD, if necessary.
