Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP Province. Immediate relief phase for the most affected population of NWFP & AJK has been successfully carried out by UNDP.

UNDP has prepared an Early Recovery Framework (ERF) in accordance with the strategy established by the UN in November 2005. The ERF incorporates and builds upon the project submitted in the South Asia Earthquake Flash Appeal, and is designed to meet the needs identified by the Early Recovery Framework and Action Plan. Community Based Livelihoods Recovery Programme for earthquake affected areas of NWFP and AJK is a component of the ERF. The project aims to support immediate and mid-term livelihood recovery of the vulnerable populations in the earthquake affected areas in AJK and NWFP, directly supporting the ERF. This is envisaged to be achieved through reviving the capacity of the concerned line departments, NGOs and CBOs for restoring livelihood of the affected earthquake vulnerable groups by improving agricultural production, rehabilitating critical minor infrastructure, MED, vocational skill training and preventing environmental degradation

Duties /Responsibilities:

Under the overall supervision of the Project Manager Administration and Finance Assistant will be responsible for:
Performing the administrative tasks such as maintaining the records, carrying out correspondence etc.,
Managing the financial portfolio of the project;
Preparing monthly accounts;
Managing the petty cash and purchases
Facilitate the project team in undertaking administrative tasks of daily nature arising during the implementation of the project that include but not limited to procurement, logistics related to travel, etc.
Facilitate the arrangement of various events such as trainings, consultation workshops, official missions, etc.
Ensure the implementation of UNDP Financial and Admin related policies in the Project.
Prepare necessary documentation for quarterly advances and their settlement in line with the UNDP standard financial procedures.
Maintain ledger of financial commitments and advances, ensure settlement of advances in accordance with agreed contract.
Prepare payment vouchers with complete supporting documents and issue cheques and advances to vendors concerned after approval from the competent authority
Maintain project petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of project accounts.
Responsible for inventory management of both expendable and non-expendable project items. Also responsible for the project file management i.e. to maintain an accessible filing system in the project.
Act as focal person for yearly project audit at the Muzaffarabad office of CBLRP.
Perform any other related duty as assigned by the management of CBLRP.
