Minimum 10 years of experience in the field of management, institutional development, capacity building, relationship with government authorities, NGOs and CSOs. Experience and familiarity with GoP governance issues.

Experience in developing project proposals and implementation reports required.

Demonstrated capabilities and experience in institutional capacity building and management of large scale training programmes will be an added advantage.

Knowledge of electoral processes, issues and systems required.

Experience and knowledge of the functioning, procedures and systems of Election Commission of Pakistan, GoP and UNDP projects required.

Computer literate with excellent interpersonal and communication skills.

Proven ability to work under pressures and time constraints.

Ability to lead high performance teams.


Duties and Responsibilities:

The Project Manager is responsible for the planning, implementation and monitoring of the Project.  This includes:
Project Management
Coordinate between ECP, Donors and other project partners/stakeholders for successful planning and implementation of the project.
Manage the mobilization and provision inputs of the project and production of outputs, according to the project document and the procedures provided in the PCOM.
Oversee all the financial and administrative aspects of the project on a day-to-day basis, as specified in the project Cycle Operations Manual (PCOM).
Prepare and submit the Quarterly Progress Reports, Annual Project Reports and Other required reporting material.
Maintain with the UNDP Unit Chief, Governance a technical overview of the plans activities and implementation of the project.
Design, coordinate and implement the UNDP policy with the project including a detailed operations timetable and work plan and budget for each Component.
Ensure proper training of the ECP Staff.
Take stock of commitments made by other donors if required.
Select priorities in term of target population and geographical distribution of the voter education campaign/domestic monitoring training according to agreed project priorities determined by previously conducted programmes appraisal committed.
Evaluate the need for specific programmes to address the target population especially women and socially excluded communities.
Coordinate the TA team specialists.
In close coordination with ECP and UNDP, explore the potential for resource mobilization.
Coordinate with other organizations involved in civil education and democracy activities.
Liase with the National Project Director (and other relevant local authorities)  on project identification and implementation.
Finance and Administration
Supervision and monitoring of day-to-day administration and financial matters of the project in line with PCOM rules.
Prepare project budget and monitor financial disbursements.

Supervision: The Project Manager will work with and report to the National Project Director.
Duty Station: Islamabad with travel to other regions as necessary.
