Experience:

Minimum 15 years experience in IT management, software development and large database applications in reputed organizations at national level.

Comprehensive knowledge of contemporary software development methodologies and models i.e., evolutionary, prototype, spiral etc.

Extensive experience in visualization, requirement analysis, system design, data modelling, software development, system implementation and maintenance of large database applications.

Result oriented professional having ability to work in team environment.

Knowledge of electoral processes, issues and systems required.

Experience and knowledge of the functioning, procedures and systems of Election Commission of Pakistan, GoP and UNDP projects required.

Expertise in technical documentation i.e., feasibility studies, requirement definition, functional specifications, IT architecture and request for proposal, vendor/firms selection and proposal evaluation will be an added advantage.

Description:
 

Duties and Responsibilities

The IT Specialist is responsible for planning, coordinating and implementing all IT activities of the project. This includes

  • Follow up work on the IT activities already undertaken.
  • Review of overall requirements, including those of the electoral authorities of the provinces and taking into consideration existing assets.
  • Formulation and implementation of IT policy, strategy and plans.
  • Undertake computerization of organizational and electoral management of the ECP.
  • Planning, forecasting, scheduling, estimation and budgeting of resources (equipment, manpower, infrastructure and support services) for stipulated IT activities of the projects.
  • Preparation of feasibility studies, requirement definition, functional specifications, IT architecture, terms of reference, requests for proposals and contract documents for IT activities to be outsourced.
  • Evaluation, selection and induction of hardware, software and networking platforms and development tools and packages.
  • Refinement, enhancement and updating of ECP website.
  • Presentations and communications to the ECP management and end-users.
  • IT skills training plans, curriculum design and implementation of training plans.
