Description:
 


Background:
Pakistan is one of the eight UN reform piloting countries. To implement the “Delivering as one” through one Program, one office/business practices, one Budget and one leader, the UNCT has approved formation of Provincial Coordination Team. The RC office will continue to provide support to Provincial Coordination Team and help in coordinating all the activities relating to the UN reform and Joint Program by placing a Provincial Coordination Officer at each provincial headquarters. 
 
Provincial Coordination Officer will play an advisory and facilitating role to PCT to ensure coherent effort for implementation of joint program.
Key responsibilities:
• Provide technical support to PCT
• Facilitate coordination and meetings among UN agencies and with other stakeholders in implementation of UN reform and Joint Programs
• Provide support to PCT  in reform-related activities at the provincial level
• Collection, dissemination and consolidation of information on UN reform and Joint Programs 
• Coordinate with UN agencies implementing partners, government and CSOs on the behalf of PCT. 
• Coordinate with line ministries/departments at provincial and district level, on behalf of PCT, to elicit their cooperation in implementation of the joint program.
• Provide secretarial support to Provincial Coordination Team
• Collect and consolidate progress reports of UN Joint Program projects
• Establish and maintain contacts with government officials, UN agencies, I/NGOs, diplomatic missions, donors, media etc, to ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and out of the UN system for effective UN operations at the provincial level.
• Act as convener of PCT meeting, on behalf of PCT chair and RC office
• ensure follow up of PCT meeting’s decision and action points
• Provide secretarial and advisory support to PCT; h/she will be instrumental in maintaining the institutional memory/continuity of provincial coordination efforts and PCT’s liaison with UNRCO. 
• Provide support to UN Agencies, I/NGOs and government during any disaster situation and establish clusters and coordination forums at provincial level. 

Core competencies required
• Sound knowledge of and exposure to development activities, strong analytical capacity and in particular the ability to analyze and articulate the area specific needs to coordinate UN operations; ability to identify issues and to use sound judgment in resolving a wide range of problems;
• Ability to work under pressure and solid understanding of institutional mandates, national politics, policies and guidelines related to UN operations and of the government institutions
Reporting line
• The Provincial Coordination Officer will be jointly supervised by the PCT chairperson and RCO.
