Candidate should possess at least 5-7 years of relevant working experience, majority of which involves management and programme implementation, preferably within the administrative justice sector, at a senior level.

Sound liaison, negotiation and representational skills, and ability to interact with senior officials; ability to work effectively in a sensitive environment and exercise discretion, impartiality and neutrality; excellent analytical, organizational and supervisory skills; and demonstrated ability to deliver high quality results with strong skills in planning, implementation and operational management.
S/he should be able to work independently with minimum supervision and be able to deliver under pressure and deliver on time.
Knowledge of designing/using participatory performance review tools and accreditation systems would be an asset.
Awareness of and commitment to issues of gender equality, inclusion of minorities and community participation is essential.
The person should be proficient in the use of computers and relevant project/programme management software/programmes


The SPGRM is an intervention of the UNDP and the Wafaqi Mohtasib Secretariat (WMS) (Federal Ombudsman Office, Pakistan). The key objectives of the project are as follows:
(i) To improve public grievance redress mechanisms and their outreach to enable closer alignment with the needs and expectations of citizens;
(ii) To increase public demand for transparency and accountability in service delivery through enhanced civic engagement; and 
(iii) To facilitate availability of and access to information regarding grievance redress and service delivery mechanisms and standards.
The methodology adopted to achieve these objectives will be based on institutional strengthening, public outreach and advocacy and consensus building.
   Job Descriptions
The National Project Manager (NPM) initiates input mobilization, plans and manages project activities as well as the achievement of outcomes/outputs as per the provisions of the project document. The specific duties and responsibilities of the NPM will be as follows:

1. Operational management of the production of project outputs as per the Project Document and the UNDP Project Cycle Operations Manual
2. Selection, recruitment and supervision of project staff in consultation with the NPD
3. Preparation and revision of project work plans, budgets and financial plans
4. To institutionalize the work planning exercise by using MS project and evaluate results and performance on the basis of Information, Monitoring and Evaluation (IME) system.
5. Develop quarterly work plans and expenditure plans based on the agreed annual work-plan.
6. Review project resource requirements and provide updates to the project board on the need for budget adjustments and revisions.
7. Monitor project financial flows with required checks and balances in place;
8. Maintain issue logs and risk logs in line with the Risk Assessment Plan.
9. Prepare and submit the Annual Progress Reports (APRs), with the project staff, and any other required progress reports
10. Co-ordinate activities with and supervise technical project personnel.
11. Regularly report to the NPD and identify and resolve implementation issues with the NPD, if need be and as and when the issues arise.
12. Coordinate and organize review meetings with the Country Office and other partners.
13. Represent the project in partner/donor meetings
14. Ensure proper organization and management of project records, files, inventory and documentation. Ensure compliance with UNDP procedures and policies for NEX projects and audit standards.
15. Undertake regular monitoring of project activities.
16. Plan and organize project audits and evaluations.
