Essentials:
At least 5 years sound working knowledge of development of legislative framework.

Desirables:
The candidate should have a good understanding of election laws & electoral process of Pakistan. Experience in developing policies, evaluation of election laws, working with donor funded project and familiarity with operational procedures and processes related to Elections; Excellent inter-personal communication skills and fluency in English and Urdu. He/She should have outstanding writing skills and be well conversant with the use of computer.

Description:
 

Background:
After successful completion of the Project “Support to National Elections in Pakistan”, The Election Commission of Pakistan and several donors expressed a strong interest in continued support to electoral assistance and reforms. The project is being implemented in close collaboration with ECP and will promote strategic partnership between ECP & CSOs for strengthening electoral processes in Pakistan. The intended outcome of the project is legal and institutional frameworks that enable free, fair, transparent and credible elections at all levels in place.

Job Description:
The incumbent will work under the supervision of the Project Manager to carry out following specific tasks to achieve all the project objectives:

Review election laws to identify areas for improvement of election Operations & effectiveness and conduct research as required;

Closely coordinate with Election Operations Advisor and ECP for development of a unified election law;

Prepare legislative outline for a unified election code;

Ensure that draft law meets international standards;

To coordinate and oversee various working committees formed by the project on legal, organizational and operational issues;

Provide input (if necessary) for development of draft election operations improvement plan for approval of Election Commission;

Provide technical support to develop TORs for advisory support to achieve the stated outputs and objectives of project;

Provide technical input specifically related to election laws for development of training material / programmes;

Any other work that he/she may be assigned by the PM.

Must Degree Degree Level Country Description
 Secondary School CertificateMatriculation / O levels University Degree in Social Sciences, Law or related field recognized by HEC is desirable. Degree in Law will be plus.
