Essentials:
At least 5-7 years experience of working directly with election related activities/ projects. The candidate should have a comprehensive understanding of election laws & electoral process of Pakistan. familiarity with operational procedures and processes related to Elections.
Desirables:
Experience in developing policies; working within a donor funded projects; knowledge of operational research, organizational restructuring and international electoral standards and practices. Flexible enough to be a team player having leadership qualities; Excellent inter-personal communication skills and ability to fluently speak English and Urdu. He/She should have excellent writing skills and be well conversant with the use of computers.

Description:
 

Background:
After successful completion of the Project “Support to National Elections in Pakistan”, The Election Commission of Pakistan and several donors expressed a strong interest in continued support to electoral assistance and reforms. The project is being implemented in close collaboration with ECP and will promote strategic partnership between ECP & CSOs for strengthening electoral processes in Pakistan. The intended outcome of the project is legal and institutional frameworks that enable free, fair, transparent and credible elections at all levels in place.

Job Description:
The incumbent will work under the supervision of the Project Manager to carry out following specific tasks to achieve all the project objectives:

Policy and operational reviews to identify areas for improvement of election Operations;

Incorporate observations of independent monitoring reports (on the 2008 elections) and donor requirements in recommendations

Close coordination with the ECP in building support for the project and in identifying policy level issues on which the decision of various working committees established under the project is required.

Coordinate project activities with other government, non-government initiatives

To coordinate and oversee various working committees formed by the project on legal, organizational and operational issues

Development of draft election operations improvement plan for approval of Election Commission

Devising TORs for advisory support and its effective utilization to achieve the stated outputs and objectives of project

Development of new and improved election operational systems and procedures that is user friendly, logical and practical

Provision of facilitation in Policy review meetings at Provincial and National level

Planning and assisting in conduct of SARC Election Reform Symposium

Recommendations on development of appropriate internal and external information systems for administrate and operational requirements of ECP

Must Degree Degree Level Country Description
YesMastersMasters DegreeMinimum of Masters Degree in Social Sciences or related field from a reputable university recognized by HEC. Having significant experience in election field. Degree in Law will be an advantage.
