On 8 October 2005 an earthquake measuring 7.6 devastated the northern regions of Pakistan killing thousands of people and destroying public and private infrastructures and bringing economic activity to a virtual stop. The area affected measures about 30,000 sq km2 and is home to about 3.5 million people. According to national figures, 500,000 families have been affected that is, approximately 14% of the region’s population, 70% of houses were destroyed and 30% damaged. The earthquake resulted in loss of about 73,000 souls with some 70,000 injured. It has been the worst natural disaster that has ever impacted Pakistan in its history.

About 72,000 acres of forest have been damaged in NWFP and 372,259 acres in AJK respectively. These severe damages have resulted in contributing to massive landslides during the monsoon season and during aftershocks. Large scale reconstruction will impose another threat to the environment without proper management. The implementation of the Environmental Strategy by all stake holders is key a responsibility. This task requires both hardware and software components to address the following interventions:

Immediate interventions (environmental assessment and safe disposal of waste generated due to relief activity)
Short Term interventions (solid waste management and debris removal)
Medium Term Interventions (mainstreaming environment safeguards in all reconstruction activities)
Long Term Interventions (NRM, slope stabilization, reforestation and improved watersheds)

The “Environmental Recovery Programme for the Earthquake Affected Areas” aims at mitigating landslip risks through integrated forest management, natural resource management and livelihood support activities. The programme is in the second year of implementation and has already established demonstration of Slope Stabilization through improvised and relatively low cost methods including biological, bio-engineering and engineering measures. The Programme is in the process of undertaking vulnerability assessment and mapping of the earthquake affected districts to introduce interventions for improving vegetation cover, reducing landslip risks, and enhancing the livelihood opportunities. The programme has commenced the holistically addressing the of mountain environment through implementing Integrated Watershed Management that ensure securing livelihood while simultaneously addressing the socio-economic root causes of deteriorating natural resource base. Institutional strengthening is a mainstream component of the programme that will provide an promising exit for UNDP and effectively hand over the models and demos for up scaling implementation to the concerned government departments and grass-root communities.

Terms of References:

Under the direct supervision of Slope Stabilization Specialist and NRM and overall management of National Project Coordinator, the Administration & Finance Assistant would perform the following tasks:

Facilitate the project team in undertaking administrative tasks of daily nature arising during the implementation of the project that include but not limited to procurement, logistics related to travel, etc.
Facilitate the arrangement of various events such as trainings, consultation workshops, official missions, etc.
Ensure the implementation of UNDP Financial and Admin related policies in the Project.
Prepare and maintain quarterly advances and financial reports and keep a track of all funds released to the Forest Departments of AJK and NWFP by UNDP.
Prepare necessary documentation for quarterly advances and their settlement in line with the UNDP standard financial procedures.
Maintain ledger of financial commitments and advances, ensure settlement of advances in accordance with agreed contract.
Prepare payment vouchers with complete supporting documents and issue cheques and advances to vendors concerned after approval from the competent authority
Maintain project petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of project accounts.
Responsible for inventory management of both expendable and non-expendable project items. Also responsible for the project file management i.e. to maintain an accessible filing system in the project.
Act as focal person for yearly project audit at the Muzaffarabad office of Environmental Recovery Programme.
Prepare contracts for the district project staff, process medical & insurance claims.
Perform any other related duty as assigned by the management of Environmental Recovery Programme
