At least 10 years of experience in project planning, appraisal and monitoring;
Proven ability to develop and establish monitoring systems and carrying out project planning and evaluation exercises;
Experience of working with donor funded project, especially familiarity with GEF and UNDP monitoring toolkits will have an added advantage;
Ability to work in a team, frequently under pressure, to meet deadlines;
Knowledge of regional languages and cultural sensitivity will have an added advantage;
Good computer skills for data analysis, preparation of presentation and report writing; and
Excellent writing skills and ability to fluently speak English and Urdu.
Ministry of Environment is implementing Phase-I of the UNDP-GEF & GoP funded project on “Sustainable Land Management to combat Desertification in Pakistan”. The overall goal of the project is to combat land degradation and desertification in Pakistan in order to protect and restore ecosystems and essential ecosystem services that are key to reducing poverty. The main objectives are to strengthen institutional capacity, create an enabling environment, and demonstrate good practices – all in an effort to help remove key barriers to Sustainable Land Management (SLM). The Project will facilitate implementation of United Nations Convention to Combat Desertification (UNCCD) and NAP to Combat Desertification in Pakistan.
Duties and Responsibilities
The Monitoring and Evaluation (M&E) Specialist will be responsible for designing and implementing of M&E system for the project. He/She will work under the direct supervision of the National Project Coordinator (NPC). Specifically, the responsibilities would include identification of monitoring indicators, developing procedures for data collection, process monitoring, and developing participatory M&E system.
The specific tasks of the M&E Specialist will include:
Take a lead role in developing and implementing Monitoring and Evaluation system based on Logical Framework Analysis of the project , covering outcomes, outputs, activities, benchmarks and indicators;
Review, adopt, test and modify existing/available M&E tools, techniques and methods to suit the specific needs of the SLM project;
Assist Policy Reforms Expert in developing SLM Criteria and Indicators;
Provide guidance and support to provincial project teams in implementation and/or modification of data collection, monitoring and review procedures, and assessment of results and activities;
Prepare and implement a programme for enhancing the M&E capacities of the project team;
Review and prepare the project website contents for frequent updating;
Organize and conduct M&E workshops for project team, partners and CBO’s;
Compile quarterly and annual progress reports based on the inputs from PPCs and thematic experts/coordinators;
Facilitate annual and periodic review and assessment exercises.
Work in close liaison with independent evaluation team/consultants;
Develop quarterly and annual project workplans with input from PPCs and thematic coordinators;
Keep abreast of new methods and techniques with regard to M&E of sustainable management of land resources;
Assist NPC in designing of the Phase-II of the project, particularly LFA and Incremental Cost Analysis;
Develop targets and performance indicators to be included in the monitoring system for project activities, annual reviews and special studies;
Any other specific task as may be assigned by the National Project Director or National Project Coordinator.
