Relevant Experience:

At least 10 years professional experience in land use planning and NRM;
Experience in the developing participatory land use planning would be an advantage;
Good organizational management and technical skills with track record of implementation of community-based projects.
Experience of working with donor assisted projects;
Good team player and leadership qualities;
Excellent inter-personal communication skills, especially negotiation and bargaining in NRM;
Good computer skills for data analysis, preparation of presentation and report writing; and
Excellent writing skills and ability to fluently speak English and Urdu.

Job Description:

Background
Ministry of Environment is implementing Phase-I of the UNDP-GEF & GoP funded project on “Sustainable Land Management to combat Desertification in Pakistan”. The overall goal of the project is to combat land degradation and desertification in Pakistan in order to protect and restore ecosystems and essential ecosystem services that are key to reducing poverty. The main objectives are to strengthen institutional capacity, create an enabling environment, and demonstrate good practices – all in an effort to help remove key barriers to Sustainable Land Management (SLM). The Project will facilitate implementation of United Nations Convention to Combat Desertification (UNCCD) and NAP to Combat Desertification in Pakistan.
Duties and Responsibilities
The incumbent will work under the direct supervision and guidance of the National Project Coordinator (NPC). The primary responsibilities of the Coordinator, Land Use Planning will be to mainstream SLM principles and guidelines into landuse planning process and play the lead role in developing participatory land use plans for the pilot project sites in collaboration with the Provincial Project Coordinators (PPCs) and GIS Specialist/Coordinator, SLMIS.
The specific tasks of the Landuse Planning Expert would include:
Take a lead role in collection of baseline information for implementation of pilot projects;
Finalize the selection of pilot projects/demonstration sites for full-scale project interventions based on site selection criteria;
Assist GIS Specialist/Coordinator SLMIS in collection of data on the extent of land degradation and desertification in the country;
Coordinate with PPCs in site specific land use planning and provide technical backstopping in developing site specific participatory landuse plans;
Coordinate with on-going National Landuse Planning Project of the MoEnv. in order to integrate SLM principles and guidelines in the national and provincial land use plans;
Assist Policy Reforms Expert in gap analysis and review of the National Action Programme to Combat Desertification and sectoral policies;
Assist PPCs in conducting participatory resource appraisal for the pilot project sites;
Provide quarterly updates on progress on implementation of land use planning component of the Project;
Assist Coordinator Capacity Building in conducting trainings on land use planning;
Assist NPC in designing of the Phase-II of the Project;
Any other specific task as may be assigned by the NPD or NPC.
