Master degree in social science or equivalent from a recognized university.
Minimum 3 years of relevant experience is required.
Knowledge of the local government system and institutions in Pakistan
Experience with international donor agencies;
Excellent report writing and communication skills.
Knowledge of working on projects dealing with pre-fabricated structures would be preferred;
Demonstrated capacity to plan, prioritize and deliver tasks on time to meet goals in a highly pressured environment;
Computer skills in common office programs (MS Word, Excel, etc) and knowledge of spreadsheet and database packages.

Description:
 

Context:

The relief related response to the 8 October 2005 earthquake in Pakistan has been acclaimed internationally as a success, avoiding the much feared second wave of deaths. The Government of Pakistan, the global humanitarian and donor community and the communities affected by the earthquake have faced challenges of colossal proportions during the relief phase. The disaster response was made possible with the coordinated efforts of all parties concerned. UNDP has already played an important role during the relief phase, focusing its efforts on meeting the most urgent needs of the displaced populations and on developing the Government’s capacity to manage the national and international response. The combination of rapidly deteriorating weather conditions, extraordinary logistical challenges in reaching hundreds of thousands of people scattered in the mountainous areas, and the shortage of winterized shelter were overcome during the relief phase.

UNDP’s project titled Building Enabling Governance and Institutions for Earthquake Response (BEGIN-ER) aims to enable Local Government Institutions to function again quickly and have technical capacities to plan and implement disaster recovery activities in equitable, transparent and accountable way. The project would restore damaged capacity of local government offices at district, tehsil and union council levels through quick provision of prefabricated office structures, furniture and equipment.

Under the overall supervision of Field Manager, the Monitoring Associate would perform the following tasks:

Assist the Field Manager to work in close collaboration with the Project Coordinator through regular submission of field monitoring reports;
Assist the Field Manager to liaise with the relevant local governments and in monitoring progress achieved towards the overall implementation of the project
Assist the Field Manager to determine the specific needs for office space and equipment, in all identified locations;
Assist the Field Manager to ensure timely operationalization of facilities provided to local governments and in monitoring progress of all related project activities;
Help the Field Manager in maintaining inventory of the equipment provided to the local governments under this project and to undertake monitoring visits;
Act as a secretary for all the meetings scheduled in the provincial headquarter in connection with this project;
Transmitting minutes of all the meetings held in the provincial headquarter in connection with the project to PMU;
Co-ordinate with other UN agencies as required.
