Experience:

20 Years of experience in Public Administration and Management. Also should have sound knowledge of issues related to Global Environmental Conventions. Previous experience in implementing development projects, especially environmental related projects would be highly desirable. He/She must possess strong management and leadership skills and experience and problem solving skills.


Description:
 

Duties and Responsibilites: Acting as the focal point and responsible party for the project in the government executing agency. Ensuring that all government inputs committed to the project are available to the project. Responsible for managing the project administratively, financially, logistically, professionally and technically according to the standard UNDP procedures. To carry out any other relevant duties identified from time to time to further develop the project. To carry out any other relevant duties identified from time to time to further develop the project. To liaise with project donors, to keep them informed of the progress of project activities. To draft requests or proposals for additional project activities. To liaise with other GOP offices and civil society organizations etc. To prepare and revise project work plans and budgets. To manage the mobilization and provision on inputs of the project and production of outputs, according to the project document and the procedures provided in the PCOM. To supervise staff and consultants to adhere to financial disbursement and control procedures. To prepare all technical and financial reports and terminal reports to be submitted to the Government and international organizations. To adivse the government on project management issues as necessary. To assist in preparation of project work plan, including annualized targets, indicators for monitoring progress and data collection procedures. To ensure close linkages and interaction between the UNDP. Project staff, Government and other implementing partners. To regularly conduct resource and constraint analysis and develop strategic plans accordingly. Approves certain payments of project funds according to the transparent procedures in the PCOM. Representing the project at meetings of the parties to the project agreement. Providing assistance in the coordination of project activities that involve other agencies of government
