Experience: An established (5-10 years) professional development related work experience at the national or international level. Experience must primarily relate to senior levels of programme management and formulation and strategic planning.

Description:
 

Organizational Context:
 
Under the direct supervision of the Director RCO, the Strategic Planning Consultant will assist the development formulation and implementation of a strategic programme for the UN System in Pakistan. This would entail facilitating and support the development of the strategic framework of the United Nations Development Assistance Framework and the development of UN Joint programmes. The Strategic Planning Consultant will also provide technical support to joint formulation and coordination of joint programmes. The Strategic Planning Consultant will work in collaboration with the Monitoring & Evaluation and Data Integration Specialists. S/he will support the establishing of mechanisms for formulation and implementation of programmes at the field level.
To fulfill these duties, the Strategic Planning Consultant will work closely and support the UN Country Team, the UN’s Thematic Working Groups and external consultative groups.
 
Functions / Key Results Expected:
 
Support the formulation and the development of the One Programme Document/UNDAF ensuring a strategic focus on key UNDAF and Joint Programme Outcomes that are in line with national development priorities.
 
Supports the TWGs in the formulation and implementation of individual Joint Programme Documents.
 
S/he will support the formulation of coordination mechanisms that have been developed in the field.
 
Function 1 / Expected Results:
 
Assist in the formulation of a focused, prioritized and strategic programme log-frame which will form an integral part of the reviewed and refocused One Programme/UNDAF Document.
 
Function 2 / Expected Results:
 
Analysis of historical development trends and possible near term and long term scenarios.
 
Function 3 / Expected Results:
 
Development of provincial and district level coordination mechanisms.
 
Linkages between overall strategic framework and project implementation in the field.
 
Improved feedback mechanism into overall strategic framework from field level experience and lessons learned. Greater inclusion of donors and Civil Society into UN programme development.
 
Other relevant tasks as required.

 Language:  Excellent   Fluency in English is essential. Knowledge of Urdu is an advantage.
