UN Pakistan as a pilot country for UN reform has initiated wide ranging activities to bring about greater degree of coherence, consistency and business efficiency in the work of all UN Agencies both in substantive and operational aspects of work. Human Resources Working Group (HRWG), chaired by UNICEF, is part of the Operations Management Team (OMT) that brings together HR professionals from all UN Agencies working in Pakistan. HRWG is currently working on multiple HR subjects to explore possibilities of streamlining HR operations across UN Agencies to realize harmonization and business efficiency. HRWG is looking for a consultant to identify and develop plans for harmonization taking into account the corporate policies of different UN agencies and the UN business practices in Pakistan.

Scope of Work

• To review recruitment policies and practices of all UN Agencies and identify areas of potential harmonization and business efficiency
• To review separation procedures of all UN Agencies and recommend areas for business streamlining. • Advise HRWG on developing common job web portal for all UN Agencies.
• Review the current training, learning and staff development policies and practices of different UN agencies and make recommendations for harmonization and implementation. This may require training activities implementation as well in terms of event facilitation and logistical support activities.
• To participate in meetings of HRWG and facilitate the work of the group for achievement of results as per its scope of work as and when required.
• Harmonization process facilitation in terms of data compilation, inter group coordination and related activities.


• Detailed report on HR policy comparisons with clear identification of areas of harmonization and specific action plans.
• Presentation/s to HRWG and/or OMT on the progress and final deliverables.

 The consultancy would initially be for six months with possibility of extension depending upon organizational requirement.


 The consultant will be accountable for his/her deliverables to HRWG. The Chair HRWG (UNICEF) will ensure overall supervision.
