Terms of Reference The Poverty Alleviation and Sustainable Development Facility (PAF) is a project funded by UNDP which started its operation from January 2002 for 5 years. The main component of the project is to support the Centre for Research on Poverty Reduction and Income Distribution (CRPRID) established in the Planning Commission of the Government of Pakistan as an independent research institution. The Senior Monitoring and Evaluation Specialist will be responsible for leading CRPRIDís poverty monitoring efforts with special attention to PRSP indicators and MDGs. In close cooperation with PRSP Secretariat, develop and maintain a system for impact monitoring of PRSP Design and implement systems for rigorous IT-based monitoring of MDGs; design and initiate periodical dissemination of information on MDGs progress in close collaboration with Information Dissemination Officer In collaboration with civil society and donors, design and initiate independent field-based community monitoring of impacts of public programs and interventions Develop pilot databases for social services and economic geography for district planning Develop proposal for a national database on economic and social indicators representative at the district level for use in national planning Track developments on poverty monitoring in Pakistan and abroad, identify gaps in knowledge base and take and support new initiatives Responsible for monitoring of PRSP indicators and MDGs, including community monitoring Qualifications/Requirements: Ph.D. in Economics. Exceptional candidates with a Masterís degree will also be considered Knowledge of recent literature/techniques associated with M&E; poverty monitoring, especially impact monitoring; knowledge of database design; experience with capacity building for improving the use of data in policy formation. Excellent IT skills Strong quantitative background, with experience in empirical work Ability to work with primary data Familiarity with survey design Ability to communicate the results of applied economic research clearly both orally and in writing to policy makers Ability to work both independently and as part of a team, as well as complete work in a timely manner
