Terms of Reference


 The Poverty Alleviation and Sustainable Development Facility (PAF) is a project funded by UNDP which started its operation from January 2002 for 5 years. The main component of the project is to support the Centre for Research on Poverty Reduction and Income Distribution (CRPRID) established in the Planning Commission of the Government of Pakistan as an independent research institution.The Senior Poverty Specialist will be responsible for leading CRPRIDs research on poverty measurement and analysis. ResponsibilitiesDesign and initiate original research projects on the measurement of poverty and the impact on poverty of public policy, including regular publication of research paper and reports Provide substantive feedback to GoP on the impact of new policy formations on poverty Track developments in poverty measurement and analysis in Pakistan and abroad, identify gaps in the knowledge base and take and support new initiativesMaintain a database of relevant studies and data on poverty and build links with public and private sector research institutesUndertake analysis of Government budgets, and public expenditure review with particular emphasis on social sector and poverty related spending and its incidenceResponsible for providing the estimate of the poverty head count index every year; create and maintain a system to produce such estimates and post on the Centers website with transparent procedures and comprehensive description of its methodologyImplement research program on poverty measurement and analysis in accordance with quarterly and annual work plan under the guidance of DirectorConduct highly focused research derived from the observed trends in the PRSP indicators and MDGs progress in close collaboration with Monitoring & Evaluation SpecialistAssist Director to produce quarterly and annual work plans of CRPRID by providing suggestions on priorities of research theme on poverty measurement and analysisQualifications/RequirementsPh.D. in Economics. Exceptional candidates with a Masters degree will also be consideredKnowledge of recent literature on poverty measurement and analysis, macro-micro links, and household survey designStrong quantitative background, with experience in empirical workAbility to work with primary dataFamiliarity with survey designAbility to communicate the results of applied economic research clearly both orally and in writing to policy makersAbility to work both independently and as part of a team, as well as complete work in a timely manner
