• At least 5 years of relevant experience
• Comprehensive knowledge of data collection instruments, data analysis, MDGs, methodologies, techniques and tools including widely used relevant computer programming / simulation models
• Sound knowledge of national poverty status and various policies and programs of GOP to address poverty
• Comprehensive knowledge of status of gender issues in Pakistan, its determinants and drivers, relevant GOP’s policies to address inequality and their so far impact, international best practices to address inequality
• Strong communication skills; both written and verbal
• Strong quantitative background, with experience in empirical work
• Ability to work with both primary and secondary data
• A good team player as well as the ability to work independently

Description:
 
The support to Centre for Poverty Reduction and Social Policy Development (CPRSPD) is a five year initiative of UNDP and Government of Pakistan. CPRSPD is based in Planning Commission of Pakistan and is mandated to undertake; Poverty Research and Analysis, Advocacy to influence public policy for pro – poor growth, and capacity building of staff (esp. public sector) to sustain project efforts. These objectives will be pursued in consonance with the GOP development strategy envisaged in Medium Term Development Strategy (MTDF) 2005-10, PRSP and Vision 2030.
 
Terms of Reference:
 
The Gender and Social Policy Specialist will be responsible for leading CPRSPD’s work on social policy issues (education, health, social security, social development, women empowerment etc), The Specialist will be responsible for leading CPRSPD’s research on the impact of GOP’s policies on Gender Empowerment and putting forward policy recommendations. He / she will report to the National Project Manager (NPM) and will perform the following duties:
 
Gender: Equality and Empowerment:
 
·          Research and analyze the impact of macroeconomic and social policies on women's poverty prevalence in order to identify strategic entry points for mainstreaming gender into GOP policy frameworks
·          Strategically highlight gender in GOP policy planning, implementation, monitoring and evaluation frameworks
·          Track developments on gender equality in Pakistan, identify gaps in the knowledge base and take and support new initiatives
·          Validate gender responsiveness of policy and program choices of GOP by means of participation of concerned stakeholders
·          Provide substantive feedback to GOP on the impact of any new policy formulation on gender
·          Assist other specialists in designing questionnaires and a study framework to include the role and status of women at the household and community levels
·          Review and assess the integration of gender in the crosscutting issues with a view to developing appropriate policy interventions and support to women
·          Produce notes or reports, if necessary, to strengthen the analytical and policy content of the draft reports of other specialists
·          Based on findings of different research work undertaken nationally and internationally, provide policy briefs to GOP for decreasing gender inequality
·          Maintain a database of relevant studies and data on gender and build links with public and private sector research institutions
·          Substantive contribution to the production of relevant sections of MDG Progress Reports and PRSPs and other national policy documents in close coordination with other team members
·          Design appropriate tools and activities for gender based data collection, integration and dissemination
·          Promote the strengthening of national statistical capacity for gender disaggregated data collection and analysis through the establishment of an M&E network with development partners at the national and sub-national levels
·          Undertake analysis of the quality and reliability of available data sources on gender
·          Where needed, develop technically sound and clearly defined gender-sensitive SMART indicators for GOP’s programs / interventions related to social development
·          Monitoring and progress reporting of the related MDG from a gender lens at the national and sub-national levels
 
Social Policy:
 
·         Analyze GOP’s social and macroeconomic policies and their impact to improve human welfare and to meet human needs for education, health, housing and social security and provide technical inputs to improve the same
·         Review the Social Protection Strategy of the GOP and provide inputs to further improve it especially in the areas including insurance / security services related to health, accident, unemployment, retirement and education etc
·         Analyze GOP Social policies to improve income distribution and to reduce inequality and provide substantive inputs for improvement
·         Provide policy inputs to ensure that GOP’s development policies amply focus on social development and Gender equality and advocate a people-centered and participatory approach to development toward an inclusive, just and stable society.
·         Develop the M&E Framework and the establishment of a corresponding M&E system to track progress of GOP’s policies and interventions with regard to the achievement of MDGs and other national targets on poverty and social sector development as envisaged under MTDF, PRSP II, Vision 2030 and other policy documents
·         Design appropriate tools and activities for data collection, integration and dissemination
·         Promote the strengthening of national statistical capacity through the establishment of an M&E network with development partners at the national and sub-national levels
·         Undertake analysis of the quality and reliability of available data sources
·         Where needed, develop technically sound and clearly defined SMART indicators for GOP’s programs / interventions related to social development
·         Regularly interact with key national and sub-national partners involved in socioeconomic surveys and data collection
·         Maintain a database of relevant studies and data on social sector performance and build links with public and private sector research institutions
 
General:
 
·         Monitoring and progress reporting of the related MDG at the national and sub-national levels
·         Contribute to the production of quarterly and annual progress reports of CPRSPD
·         Train relevant staff in public sector on Social Policy analysis
·         Regularly interact with key national and sub-national partners involved in socioeconomic surveys and data collection
·         Any other relevant task assigned by NPM / National Project Director
