The United Nations Volunteers programme is the UN Organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all its diversity. It is administered by UNDP.

The United Nations Volunteers (UNV) programme started its operations in Pakistan in 1980s, mobilizing Pakistani volunteers to work abroad and international UN volunteers to work in Pakistan. A National UNV scheme was established in Pakistan in January 2006. It was primarily aimed to respond to the devastating earthquake of 8 October 2005. National UNV volunteers were deployed to UN Agencies, Government agencies and NGOs purely based on the recruitment requests from the Host Agencies for specific positions with concrete job descriptions.

Currently, UNV is also supporting One UN reform process. Pakistan is one of the eight UN member states where UN reforms under the auspices of the Delivering as One agenda are being piloted in 2007-08. UNV intends to support One UN through technical expertise in applying the concept of "volunteerism for development (V4D)" as a cross-cutting theme in joint programmes in the five thematic groups (1) Agriculture, Rural Development and Poverty Reduction; 2) Education; 3) Health and Population; 4) Environment; 5) Disaster Risk Management) and the modality of recruiting UNV volunteers as cost-effective and flexible human resources support.


The National Program Officer will work under the direct supervision of the UNV Programme Officer through whom he/she reports to the UNDP Deputy Country Director - Programme and work closely with other staff of the UNDP office and other UN agencies, mainly with Programme Divisions on programmatic issues and Operations Divisions on administrative and management issues. Through the supervisor, the Programme Officer will remain in close contact with UNV Bonn.


The core duty of the National Programme Officer is advocacy for the concept of volunteerism for development and support for the full participation of UNV in the One UN reform agenda and other activities related to UNV programme presence in Pakistan. This will include:

1) Advocacy for the concept of volunteerism as a service of UNV to Pakistan
2) Development of advocacy and communication tools (e.g. brochures, newsletters) and organizing workshops.
3) Advocacy and active support for the use of volunteers as cost-effective and flexible human resources in UN joint programmes that will emanate from the One UN pilot.
4) Participation in five Thematic Working Groups (TWG), attending meetings and workshops, reading and commenting on documents, identifying gaps that can be covered by UNV programme.
5) Contribution in drafting of Joint Programmes, providing UNV input after consultation with UNV Program Officer and UNV Headquarters and promoting the concept of Volunteerism for Development (V4D)
6) Contribution in UNV strategy in One UN Context.
7) Involvement in the recruitment and management of volunteers for UN programmes.
8) Partnership building.
