The Crisis Prevention and Recovery Unit (CPRU) of the United Nations Development Programme (UNDP) is supporting the Government of Pakistan in establishing policy, legal and institutional arrangements for disaster risk reduction. The purpose of UNDP support is to develop and strengthen capacities of the Government of Pakistan at national, provincial and local levels to adopt strategies for reducing threat of disasters and minimizing the impact of disaster events upon communities.
The Government of Pakistan has established policy and institutional mechanisms at national, provincial and district levels. A National Disaster Management Ordinance has been issued by the President on 21st of December 2006. Under the Ordinance a National Disaster Management Commission (NDMA) and a National Disaster Management Authority (NDMA) has been established. The National Commission has notified the provincial, regional and state governments to established disaster management authorities at provincial and district levels.
In order to develop capacities of the newly established national, provincial and district authorities, the UNDP is working closely with the National Disaster Management Authority. A Program Document has been signed to support implementation of the National Disaster Risk Management Framework. The UNDP is closely working with the national and provincial authorities. Scope of the UNDP work with the GOP includes identification of priorities, provision of technical assistance to authorities, advocacy, mobilization of donor support and support from other agencies; e.g. the UN, Media, and civil society for the governmental initiatives.
An important activity under UNDP support to NDMA is to assist in preparation of sectoral, provincial and district disaster risk management plans. In connection to this the Planning and Emergency Preparedness Coordinator will guide and assist the district govt. experts in development of District Disaster Risk Management Plans.
The Planning and Emergency Preparedness Coordinator will report to the National Disaster Risk Reduction Advisor.
3. Duties and Responsibilities
His/her responsibilities would include the following: -
§ Organize orientation sessions of district officials on Disaster Risk Management Planning.
§ Review existing disaster risk management plans and provide inputs for updating the plans.
§ Assist provincial and districts authorities in the formulation of new disaster risk management plans, where non-existent;
§ Provide technical input to district officers on the process and outcomes of District Disaster Risk Management Plans.
§ Prepare project proposals to support UNDP’s efforts for capacity building on DRR through Disaster Risk Management Planning.
§ Prepare project progress reports for submission to donors as required.
§ Prepare technical reports, formats and methodologies on disaster risk reduction to strengthen the work of UNDP in DRR, as needed.
§ Manage consultants, through developing TORs, managing contracts, and supervising and maintaining reports.
§ Represent UNDP in different forums related to disaster risk reduction, when requested.
§ Any other duties and responsibilities assigned by National DRR Advisor.
