Minimum experience of 5 years in planning and managing programmes in the vulnerability and risk assessments and capacity building in disaster risk reduction, emergency response and post disaster recovery.

Extensive field experience of working on programmes related to hazard risk management and potential disaster risk reduction activities as well as in-depth knowledge of dynamics of multiple natural hazards and their risk issues in the country. Fluency in Urdu and English essential.


Disaster management in Pakistan basically revolves around flood disasters with a primary focus on rescue and relief.  After each disaster episode the government incurs considerable expenditure directed at rescue, relief and rehabilitation.   
The frequency of natural disasters in the past decade, particularly floods, drought and earthquakes, has added an additional dimension to the task of development planners.  The nation’s ability to increase its capacity to withstand natural and human induced disasters lies in the adoption of new strategies.  Adopting a proactive approach to disaster management will ensure risk reduction to particular hazards, as well as raise the impact of national development strategy on poverty alleviation 
The situation strongly advocates the need for initiation of an assessment process of prevalent hazards, vulnerabilities of the populations, their capacities and the threatening risks.  Based on such an assessment a comprehensive preparedness and mitigation strategy as well as a mitigation policy will need to be formulated in order to better manage and coordinate activities of the various line departments and civil society.  
Disaster Risk Reduction Expert:   
The UNDP has been spearheading the initiative for establishing a disaster risk reduction programme to safeguard communities from future disasters in the country. ERRA is closely engaged with communities in the affected areas on reconstruction programmes and it has an effective structured presence on ground, which provides enabling environment for implementation of a comprehensive DRR programme. It will be useful to undertake Hazard Vulnerability and Capacities Assessment for formulation of effective disaster risk reduction plans at the communities’ level. For this purpose a DRR Cell has been created under a DRR Advisor reporting to Deputy Chairman ERRA. The DRR Expert will assist DRR Advisor in implementing disaster risk reduction programmes in the earthquake affected areas.  
Under the overall supervision of the Assistant Resident Representative, UNDP Crisis Prevention and Recovery Unit and the direct supervision of the Programme Director, the Disaster Risk Reduction Expert will perform the following tasks:
  • Assist the Programme Director in the development of disaster risk reduction strategies for districts and tehsil level authorities
  • Advocate that the risk information is taken into consideration in the formulation, negotiation and implementation of development programmes with government agencies and other partners
  • Ensure that the risk information is taken into consideration in the formulation, negotiation and implementation of UNDP development programmes. 
  • Advocate and promote awareness and understanding of the link and mutually supportive goals and objectives of disaster reduction and sustainable development and the achievement of the Millennium Development Goals
  • Contribute to learning and human resource development in the field of disaster reduction. Assist in periodic and special trainings for government staff and other partners on disaster reduction policy and practice. Develop the relevant training materials.
  • Lead and train a team of interns for collecting information on hazards, vulnerabilities and risks of the target communities (risk mapping)
  • Assist in the assessment and mapping of the critical sites in earthquake affected areas.
  • Link the assessment team with the GIS section and guarantee the flow of information (compilation and update/complement in a database, the existing information on hazards, vulnerabilities and risk in the region).  
  • In the event of a disaster, act as a lead team member with the Programme Director to coordinate immediate response, the early recovery programmes and mobilize technical resources for critical aspects such as damage assessments.
