He/ She must have at least 5-10 years of working experience in public sector organisation or international development agencies with focus on project management, institutional development and capacity building. The candidate must be capable of working in a highly pressured environment and under extreme deadlines while demonstrating highest level of responsibility.

Description:
 

This assignment is aimed at supporting the National Project Director in strategic management of the project and liasing closely with the Country Office and counterpart government agencies and donors to ensure result-based project management. In this capacity NPM would be responsible for the following tasks: 1. Ensure operational management of the project and production of its outputs in accordance with PCOM and project document. 2. Manage and supervise all aspects of project resource utilisation in accordance with PCOM’s guidelines. 3. Supervise project staff and assist them in production of required outputs necessary for the successful implementation of the project. 4. Prepare terms of reference of all project personnel and short-term national and international consultants to support NPD’s personnel and policy decisions and meet deadlines related to final production of internal and external documents and reports to UNDP. 5. Develop and supervise a well-coordinated and well-planned system of production of project progress and financial reports, plans of action and other documentation requirements of UNDP. 6. Liaise with UNDP to coordinate project implementation strategies and progress, provide information on priorities and policies of the executing agency and to ensure timely follow-up actions of programming unit on project proposals. 7. Prepare different project proposals and project documents in response to UNDP/ donors’ commitments for supporting DTCE. 8. Coordinate with donor agencies supporting DTCE and ensure timely follow-up actions as required. 9. Contribute in formulation of any research and policy intervention, as appropriate, based on development experience and research in governance/ devolution. 10. Backstop NPD in the process and creation of project related publications, reports, research papers, and presentations. 11. Perform any other special assignment at the request of NPD.

Should be able to project a positive image and is to be ready to take on a wide range of tasks to create an enabling environment for the working of NPD. Must be knowledgeable about UNDP current programs and trends both at headquarters and in the Country Office.
