At least 5 years of progressively responsible experience in women-specific and gender issues, gender planning, gender analysis, gender mainstreaming and promotion of gender equality at national level.
Knowledge and expertise relating to integrating gender equality considerations into disaster recovery/reconstruction programs and projects.
Knowledge of relevant institutional mandates, policies and guidelines pertaining to women and gender issues is desirable (Pakistani consultant).
Experience in working in affected districts of NWFP and/or AJK preferred; and experience working with GoP and civil society is mandatory;
Strong oral and written communication skills.


1.    Context
On 8 October, 2005, Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP. The earthquake has affected more than 5 million people with more than 2.5 million in need of immediate relief support. The Federal and Provincial Governments, Donors, NGOs and UN System rushed relief assistance to the affected areas and relief efforts are still continuing.
To cope with this enormous task of rehabilitation and reconstruction in the disaster affected areas, the Government of Pakistan has established the Earthquake Rehabilitation and Reconstruction Authority (ERRA). In response to the request from the Government of Pakistan, UNDP will support ERRA in carrying out its mandate through programmatic and institutional capacity building and strengthen ERRA’s capacity in programme planning and implementation, through “Technical Assistance for Management of Earthquake Early Recovery” (TAMEER).
The DRU-based Gender Coordinators will report to the respective District Planning Expert. The ERRA Gender Team and DRU Gender Coordinators will work in close collaboration, within the framework of the Gender Equality Strategy and Action Plan, to further gender equality as an integral element in the ERRA mandate by identifying opportunities to incorporate and highlight gender issues in the program delivery at the district level, such that the benefits of the reconstruction and rehabilitation efforts in all sectors accrue to men and women, girls and boys.
2.   Terms of Reference
Under the overall supervision of District Planning Expert, the Gender Coordinator would perform the following tasks.
  • Strengthen capacity for gender mainstreaming in district level planning and programming;
  • Contribute advice to the DRU Program Manager and Sectoral Coordinators, on key programmes, issues and implementation strategies vis-a-vis gender equality;
  • Participate in the district level annual work planning process and provide TA on identifying and addressing gender considerations;
  • Promote gender mainstreaming and guide implementation of, and support monitoring and reporting by sector on indicators and targets as stated in Annual Work Plans (AWPs);
  • Review District level PC-1s and NoCs with a gender lens;
  • Provide advice to sector coordinators in their role and efforts and act as catalysts to further enhance, when needed, the capacity of colleagues to incorporate gender dimensions in their work;
  • Set-up and coordinate a Gender and Reconstruction working group at the district level bringing together project implementation partner organizations to exchange information, best practices, lessons learned, and challenges faced in implementing R&R interventions from a gender perspective.
  • Participate in district and UC level Sectoral Meetings.
  • Develop district level case studies, for comparative analysis and capacity building, on ways in which gender issues are addressed or not taken into account and related implications for R&R;
  • Assist in collecting/preparing information that can be used in official ERRA documents and reports, as well as advocacy, media and public communication, on how gender equality issues are reflected in different programmes and activities at the District level;
  • Provide ongoing monitoring across all sectors of the reconstruction and rehabilitation efforts to ensure gender equality is adequately integrated.
  • Assist with updating of the ERRA Action Plan on gender mainstreaming.
