Duties and responsibilities:
The responsibilities of the Trade Policy Advisor will include the following:
Providing strategic advice and expertise in all phases of the project cycle from identification, formulation and implementation and monitoring and evaluation. This should include developing a mechanism to evaluate trade policy capacity building. This should also include working closely with the Ministry of Commerce and other stakeholders to develop a medium term trade policy.
Liaise with Government agencies, international donors, civil society organizations, and academic institutions on the issue of trade and WTO implications.
Facilitate joint financing of projects, coordination of technical assistance and strengthen in general the coordination between government, civil society and the international donors. This will include leading on implementing agreed policy recommendations emerging from on-going and planned trade policy research and analysis being supported by by key donors.
Provide strategic advice to the Ministry of Commerce based on the research and the technical support documents and effect policy making. This advice should include information on the impact of trade policies on the poor.
Advise and assist in the development and implementation of the GOP strategy, which would be produced as a result of institutional review of Trade Related Capacity Building (TRCB) in Pakistan;
Develop and implement systems for monitoring and assessing the impact of TRCB activities in Pakistan;
Record lessons of experience and feed these back into the continuous development of the TRCB strategy and the medium term trade strategy;
The Duty Station will be in Islamabad with travel. Within country and abroad.
