Description:
 

Background

The magnitude 7.8 earthquake struck South Asia on 8 October 2005 has caused massive disruption to public infrastructure and houses in Pakistan-administered Kashmir and the North West Frontier Province.  In response, UNDP/UNV has prepared a project titled “Support to Volunteerism Initiatives in Pakistan” and one of the activities of the project is to assist the National Volunteer Movement (NVM) established by the Government of Pakistan. 
The assistance to NVM by UNDP/UNV currently focuses on enhancement of NVM’s operations by deployment of International / National UN Volunteers (UNVs) and provision of necessary human and capital resources.

Reporting
The consultant will report to Director General NVM. 

Specific Duties
Review the existing NVM internal policy and procedural framework and identify areas requiring improvement;
Prepare a set of the following internal policies and procedures for NVM:
Volunteer Management
Training
Partnership
Media and Communication
Organizing a “Policy & Procedures Orientation Workshop” for officers and staff of NVM on the newly developed policy and procedures; and
Prepare and submit the final report to the Director General on the works done.
Expected Outputs
Submit a workplan within one week and an interim report in the format approved by Director General NVM within the first three weeks of the assignment. The report may include: review of the internal NVM policy and procedure, analysis of its gaps and barriers;
Final report in the format approved by the Director General NVM, which will include “Compendium of NVM Policy and Procedures” consisting of specific policy guidelines and templates of various SOP’s on issues including volunteer management, training, partnership, media and communication and resource mobilization policy. The report should be submitted two weeks before the completion of assignment.
Recommendations on practical application of the policies and cost effective implementation mechanism for NVM.
Orientation workshop on the proposed policy and procedures for NVM management and staff.
