Community Based Livelihoods Recovery Programme (CBLRP) is a United Nations Development Programme (UNDP) project, launched in April 2006 for recovery of livelihoods of earthquake affected people of Balakot Tehsil North West Frontier Province (NWFP) & AJK. The project period is 36 months commencing April 2006. The overall objective of the programme is to restore the socio-economic fabric in the earthquake affected areas by reinstating basic socio-economic infrastructure and livelihoods
The 8 October 2005 earthquake in NWFP & AJK affected livelihoods of people massively creating havoc depleting the production bases of local population, destroying the wage based as well as natural resource based livelihoods in both rural and urban areas of the affected region. It damaged people’s capacity, means of living including food, income and assets. The major sources of livelihoods in the affected area prior to the earthquake comprised of waged employment, remittances from within the country and abroad, small and medium sized enterprises, livestock keeping and small scale agriculture. The high death rate, the destruction of physical infrastructure and distress return from abroad and from within the country after the earthquake have led to a massive drop in employment based income. The livestock population has been practically wiped out due to loss, distress, malnutrition and voluntary de-stocking.The already marginal agricultural production has suffered because displaced populations have been unable to return to their places of origin during the winter months, landslides have destroyed agricultural lands, and many productive assets were lost. This loss of productive potential has resulted in a state of massive uncertainty about the future, stretching the social fabric to its maximum. 
The present project aims to support immediate and mid-term livelihood recovery of the vulnerable populations in the earthquake affected areas in NWFP & AJK. This is envisaged to be achieved amongst other initiatives through reviving the capacity of the concerned line departments (Agriculture, Forestry, Fisheries, Industries etc) NGOs, community organizations for restoring livelihood of the affected earthquake vulnerable groups by: improving agricultural production, rehabilitating critical minor infrastructure, micro-enterprise development, vocational skill training and preventing environmental degradation.
The project is a joint venture of EC-UNDP and will be executed by UNDP in collaboration with the International Labour Organization (ILO), Food and Agriculture Organization of the UN (FAO) and United Nations Industrial Development Organization (UNIDO). The project period is 36 months, starting from April 2006, and the total cost is Euro 10.7 million out of which EC contribution is Euro 9 million. UNDP will make available a contribution of Euro 1.7 million. The present project will cover the remote rural areas of Balakot and Muzaffarabad Tehsils in NWFP & AJK respectively.
The programme is being executed by UNDP in collaboration with the International Labour Organisation (ILO), Food and Agriculture Organization of the UN (FAO) and United Nations Industrial Development Organization (UNIDO).
Under the Community Based Livelihoods Recovery Programme for the earthquake affected areas of NWFP & AJK community infrastructure projects will be given to community organizations. The project will hire the services of an engineer for provision of the following services.
  • The Engineer will provide technical services in the form of technical surveys for Community Physical Infrastructure Projects.
  • Preparation of projects proposal documents for submission to UNDP
  • Provision of technical support and guidance to Community Organizations in project work layouts and implementation.
  • Support to project committees in preparation of the format for bills/vouchers/records.
