Description:
 

 
Under the guidance of the DCD-P, the Assistant Resident Representative-Environment (ARR-E) acts as an advisor to Senior Management on all aspects of Country Office programme and manages a major programme portfolio ranging between $50-$100 million over 3-5 years in a large country office of four programme practice areas which is also a One UN reform pilot, one of the eight around the world. The main role is to plan, design, manage and mobilize resources for  the country programme including continued monitoring of implementation in line with Results Management Guidelines (RMG). The ARR-E leads the programme team in strategic planning, coordination and identifies new programme areas while ensuring consistency with UNDAF/CPD priorities and creative responses to emerging challenges and opportunities.
 
ARR-E heads and supervises Programme team and works in close collaboration with the Strategic Management, Operations team in the Country Office, Programme staff in other UN Agencies, UNDP Headquarters staff and senior Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully plan and implement the UNDP programme and to support the UNDP contribution to the implementation of One UN programmes.
 

 
Summary of Key Functions:
 
q       Ensuring the strategic direction of UNDP programme
q       Management of the Country Office environment programme and supervision of the Programme team
q       Strategic partnerships and resource mobilization
q       Provision of top quality policy advice services to the national partners, including the Government, and facilitation of knowledge building and management 
 
 
  1. As a member of the Country Office management team, ensures the strategic direction of UNDP programmefocusing on achievement of the following results:
 
q          Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPD), Country Programme Action Plan (CPAP), Annual Work Plans and other documents.
q          Identification of strategic programme areas of cooperation.
q          Lead the planning, design, formulation and implementation of of strategic programme interventions including joint programmes under One UN pilot, an area of work that will received increased attention over the years to come..   
q          Dialogue, lobby and advocate with the national partners particularly Government on policy implementation.
q          Operationalization of UNDAF/CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for strategic positioning of UNDP in joint programming under One UN pilot exercise.
q          Analysis and presentation of UNDP policies and their implementation in the Country Office.
q          Country Office business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.
 
 
      2. Ensures effective management of the CO programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
 
q          Effective application of RBM tools, establishment of management targets (Balance Scorecard) and monitoring achievement of results through CEDAR, among other tools.
q          Design and formulation of Country Office programme within the area of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies.
q          Strategic coordination with UN agencies, donors, national and provincial governments on policy planning, partnership opportunities and harmonized implementation modalities
q          Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. ARR-E performs the function of Manager Level 2 in ATLAS for development projects transactions approval.
q          Effective monitoring, measuring the impact of the Country Office programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
q          Follow up on audit recommendations to ensure compliance. All exceptions are timely reported.
q          Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
q          Organization of cost-recovery system for the services provided by the Country Office to projects in close collaboration with Operations Manager.
q          Strategic review and alignment of operational policies and systems consistent with Country Office goals and priorities
 
 
    3. Establishes and maintainsstrategic partnerships and supports the resource mobilization in cooperation with the Strategic Management Unitfocusing on achievement of the following results:
 
q          Identification of new partnerships at the policy and programme level for effective and efficient implementation
q          Contribute to the development and implementation of the Country Office partnerships and resources mobilization strategies to achieve programme outcomes.
q          Lead and support donor coordination foras for forging alliances, generating consensus and coordinating implementation
q          Mobilize resources for the UNDP Country Office, identifying, and negotiating with, new cost-sharing partners and modalities 
q          Creation and coordination of partnerships with the UN Agencies, international finance institutions, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
q          Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
q          Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
 
  
    4. Ensures provision of top quality advisory services and     facilitation of knowledge building and management focusing on achievement of the following results:
 
q          Conduct policy dialogue with the Government, national and international partners on issues pertaining to environment
q          Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
q          Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
q          Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
q          Sound contributions to knowledge networks and communities of practice.
q          Organization of trainings for the operations/ projects staff on programme.
