He/she must have 10 years of practical experience in actually running capacity development programs with governance framework. He/she must possess strong research and analytical aptitude and high level of professional excellence with intimate familiarity of government systems and procedures.


Description:
 

The Advisor will assist the NRB in designing, organising, conducting, monitoring and supervising capacity development initiatives under the overall devolution framework, in collaboration with provincial governments, to enhance their capacity for implementation of Local Government Systems.

 He/she will develop a national framework on the scope and scale of capacity development needs in governance and the present capacity to meet the demand.

 
He/she will be responsible for the regular identification and implementation of capacity development program in coordination and collaboration with other focal consultants and public and private capacity development institutions.
 
He/she will ensure coordination and implementation of all training programmes.
 
He/she will organize and coordinate all arrangements for study tours, orientation visits, consultative workshops, and training events in consultation with the NPM/NPD.
 
He/she will ensure that gender issues are appropriately incorporated in capacity development initiatives at policy and implementation levels.
 
He/she will be the resource person for all capacity development initiatives under the overall governance framework with particular focus on devolution including relevant information on trainings being provided by other organizations in the filed of governance/devolution and develop linkages.
 
He/she will undertake evaluation of the training program on a regular basis and submit reports at the end of each training activity and make recommendations for future training plans based on the experience.
 
He/she will ensure the gradual transfer of the responsibilities that the project staffs is undertaking to ensure the sustainability of project activities and a proper exit strategy of each of the main activities related to his/her component. He/she will also prepare and implement the exit strategy for his/her component of the project;
 
He/she will be responsible for identifying special policy issues related to his/her activities for research and analysis for drawing lessons for replication and sustainability of the systems that have been put in practices.
 
Any other work that he/she may be assigned by the Chairman, NRB in consultation with the NPM/NPD.
