Background The Devolution Trust for Community Empowerment (DTCE) is a non-governmental entity registered with the Securities and Exchange Commission of Ministry of Finance. The DTCE vision is of empowered communities of proactive citizens engaged in self-development with the support of local governments. The DTCE mission is to create a new relationship between the citizen and the state based on shared rights and responsibilities for community development. The DTCE strategy promotes community participation through a combination of power and authority, participation and empowerment, networks and movements, markets and incentives, information and technology, ethics and sanctions. The basic organizational principle for DTCE is four inter-related work teams at the headquarter level and mobile field operations team in order to produce a flat, agile and flexible organization that functions in an integrated fashion. A Project Management Unit (PMU) under the supervision of a National Project Director (NPD) would support the DTCE in designing and implementation of its headquarter and field operations and ensure that for all operational purposes UNDP PCOM rules have been followed in letter and spirit. Working Arrangement The NPD will work under the overall supervision of the Chairman of Board of Directors. Duties and Responsibilities The NPD is the focal point for technical assistance to the project and responsible for its implementation in accordance with the UNDP corporate guidelines and standards procedures given in the Project Cycle Operations Manual (PCOM). NPD will be responsible to: i. Act as the focal point and responsible party for the project implementation as per project document. ii. Liaise with concerned government counterpart agencies, primarily NRB, Economic Affairs Division and other partner agencies. iii. Select and recruit or appoint the National Project Manager in consultation with UNDP and EAD as well as with Chairman Board of Directors and CEO of DTCE. iv. Guide the preparation of integrated annual work plans, budgets and mid-term and final substantive reports (impacts, outcomes, outputs, activities) as well as financial reports (inputs, unit cost, cost benefit analysis) in collaboration with his/ her other work team. v. Supervise DTCE financial, administrative and logistical operations and transactions in support of fieldwork teams, headquarter functional work teams, CTA, and the CEO. vi. Guide the National Project Manager, as necessary, to resolve implementation problems; supervise his/her work; oversee the performance of the work teams, specialists and consultants and the DTCE Field Operational Teams in the execution of PCOM transactions. vii. Identify and select candidates for project experts and consultants positions in consultation with UNDP and EAD. viii. Approve certain payments of project funds according to the transparent procedures in the PCOM. ix. Supervise and monitor project progress through solicitation of quarterly reports (including information on completion of milestones, activities, inputs and outputs) from National Project Manager, and through regular meetings with him/ her. x. Liaise with project donors and represent the project in all meetings of the parties to the project agreement. Also assure reports requirements by cost sharing donors. xi. Ensure that UNDP strategic reporting requirements are met. xii. Provide assistance in the coordination of project activities that involve other agencies of Government, donors, NGOs and civil society organisations.
