Experience:

Over five years experience in technical assistance project implementation and or monitoring with an international development agency. Over 10 years relevant experience may be substituted for a master’s degree.

Knowledge of Pakistan’s criminal laws and procedures and the organizational structures of drug control agencies.

Strong leadership, managerial and interpersonal skills.

Demonstrated negotiating skills with government officials at head of agency level.

Should have excellent communication and organizational skills.

Computer literacy necessary.

Experience of delivering training a distinct advantage.

Description:
 

Under the overall supervision of the Crime Prevention/Law Enforcement Adviser and in consultation with UNODC Global Programme Coordinator of the Container Control Pilot Programme and the Training Coordinator (Global e-Learning Project) UNODC Bangkok take responsibility for the planning, organization and implementation of all project activities.

More specifically, the incumbent will:

For the Computer Based Law Enforcement Training  Project

Familiarize himself/herself with UNODC Computer Based Training (CBT) activities in East Asia and the UNODC Global Container Control Programme, developing a comprehensive appreciation of the conditions and inputs required for successful implementation of UNODC projects in Pakistan.

Coordinate UNODC inputs, including sourcing material inputs for the production of  a CBT course, review with counterpart agencies, facilitate installation of final version of CBT course in training centres in Pakistan, organize provision of equipment to agencies and train agency counterpart staff.


For the Container Control Pilot Programme 

In consultation with the World Customs Organization (WCO), undertake needs assessments to identify training and equipment requirements. 

Promote interagency and cross border cooperation including regular exchange of information between the project and the Regional Intelligence Liaison Office (RILO) of WCO.

  General  

Ensure full understanding on the part of counterpart law enforcement agencies in Pakistan of the projects objectives and strategy and of their obligations and inputs and act as UNODC focal point on the projects for counterpart agencies

Participate as a resource person in workshops and meetings.

Ensure timely delivery of all UNODC project inputs.

Ensure coordination of counterpart agencies’ inputs to ensure project implementation proceeds as planned.

Prepare regular and timely progress reports on all project activities including project expenditure.

Make preparations for mid-term review and for project evaluation.

Direct, manage and supervise the work of the Assistant Project Officer as required.

Perform such other duties as may be required.
