The Crisis Prevention and Recovery Unit (CPRU) of the United Nations Development Programme (UNDP) is supporting the Government of Pakistan in establishing policy, legal and institutional arrangements for disaster risk reduction. The purpose of UNDP support is to develop and strengthen capacities of the Government of Pakistan at national, provincial and local levels to adopt strategies for reducing threat of disasters and minimizing the impact of disaster events upon communities.
The Government of Pakistan has established policy and institutional mechanisms at national, provincial and district levels. The President of Pakistan issued a National Disaster Management Ordinance on 21st of December 2006. Under the Ordinance a National Disaster Management Commission (NDMA) and a National Disaster Management Authority (NDMA) has been established. The National Commission has notified to the provincial, regional and state governments to establish Provincial Disaster Management Authorities (PDMAs) and District Disaster Management Authorities (DDMAs) respectively.
In order to develop capacities of the newly established national provincial and district authorities, the UNDP is working closely with the National Disaster Management Authority. A ProDoc has been singed with the Government of Pakistan to support implementation of the National Disaster Risk Management Framework (NDRMF).
The NDMA, with technical assistance from UNDP, has initiated the capacity building process of disaster management authorities at the national, provincial and district level. For this particular purpose, a number of activities have been planned to be undertaken initially during a 5-year programme.
The services of a Disaster Reduction Training Coordinator are required to lead the Disaster Risk Education, Training and Awareness component of the programme. He/she will assist the National Project Manager in achieving the overall programme objective through timely completion of planned training & education activities.
Duties and Responsibilities
The Training Coordinator will perform duties according to the following Terms of Reference:
Assist National Project Manager and perform assigned training activities in relation to disaster risk management;
Develop a concept note on the training component and devise implementation strategies with details of activities and time frame;
Develop outline of the training material on disaster risk management for the staff of NDMA, PDMAs & DDMAs and facilitate the final production of capacity building material;
Develop outline and facilitate the final production of public awareness material such as posters, brochures, booklets, videos etc.) on disaster risk management;
Develop training material on disaster risk communication and orientate media persons;
Devise strategies for the incorporation of disaster risk management education in the syllabus of public sector institutions including Civil Services Academy, National Institute of Management, the Administrative Staff College, National Defence University, etc.;
Design, develop and manage diplomas and short courses on disaster risk management to be offered in universities and colleges initially for the high hazard prone areas;
Design, organize and facilitate capacity building training workshops as per final activity plan;
Maintain a close liaison with NDMA, PDMAs, DDMA and civil society organizations;
Prepare monthly progress reports of the training and education activities; and
Perform any other related activities which may emerge during the course of time.
The Training Coordinator will report to the National Project Manager.
Excellent technical knowledge and conceptual understanding about the subject of disaster risk management.
Excellent knowledge of multi-disciplinary development approaches and good analytical skills;
Excellent skills in technical writing; and
Ability to work with government officials and other technical agencies.
