The Crisis Prevention and Recovery Unit (CPRU) of the United Nations Development Programme (UNDP) is supporting the Government of Pakistan in establishing policy, legal and institutional arrangements for disaster risk reduction. The purpose of UNDP support is to develop and strengthen capacities of the Government of Pakistan at national, provincial and local levels to adopt strategies for reducing threat of disasters and minimizing the impact of disaster events upon communities.

The Government of Pakistan has established policy and institutional mechanisms at national, provincial and district levels. The President of Pakistan issued a National Disaster Management Ordinance on 21st of December 2006. Under the Ordinance a National Disaster Management Commission (NDMA) and a National Disaster Management Authority (NDMA) has been established. The National Commission has notified the provincial, regional and state governments to establish disaster management authorities at provincial and district levels.

In order to develop capacities of the newly established national provincial and district authorities, the UNDP is working closely with the National Disaster Management Authority. A ProDoc has been singed with the Government of Pakistan to support implementation of the National Disaster Risk Management Framework (NDRMF). 

The NDMA, with technical assistance from UNDP, has initiated the capacity building process of disaster management authorities at the national, provincial and district level. For this particular purpose, a number of activities have been planned to be undertaken initially during a 5-year programme. The Disaster Reduction Expert (DRE) will primarily assist the National Disaster Reduction Advisor in achieving the overall programme objective through timely completion of planned activities.

Duties and Responsibilities

The Disaster Reduction Expert will perform duties according to the following Terms of Reference:
Assist National Project Manager and perform assigned activities on regular basis;
Write project reports and technical documents as per requirement;
Develop subject-specific technical proposals for multilateral donor agencies;
Maintain technical correspondence with relevant stakeholders to facilitate project work and support to NDMA;
Coordinate and communicate with provincial and district disaster management authorities (PDMAs & DDMAs) and assist them completing planned activities;
Coordinate and communicate with concerned federal ministries / departments / bodies and non-government organizations (national / international) and seek their support for achieving the programme objective; and
Perform any other activities which may emerge during the course of time.

Reporting Line

The Disaster Reduction Expert will report to the National Project Manager.
Excellent technical knowledge and conceptual understanding about the subject of disaster risk management.
Excellent knowledge of multi-disciplinary development approaches and good analytical skills;
Excellent skills in technical / proposal writing; and
Ability to work with government officials and other technical agencies.

Language requirements

Fluency in English and Urdu is essential.
