An absolute minimum of 2 years of work experience with direct, clear and proven relevance to the post is required. Additional years of work experience is deemed an advantage.
Work experience, in the fields of energy and environment and/or development, including experience in programme management, programme design and formulation is required. Preference will be given to candidates familiar with the development community, UN agencies, donors, NGOs and other players in the development sector in Pakistan and possessing knowledge and experience of participatory project management approaches. Knowledge of conducting EIAs, SEAs, and experience in poverty and environment will be considered an advantage


Organizational Context

Under the guidance and Direct Supervision of the ARR (Energy & Environment), the Programme Officer is responsible for Management of UNDP Programme within the thematic/sectoral areas assigned. The Programme Officer analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Programme Officer supervises and leads programme support staff, coordinates activities of the projects’ staff. The Programme Officer works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.


UNDP-Pakistan has recently expanded its Energy and Environment programme and moved into areas beyond the purview of the Global Environment Facility (GEF) focal areas. An umbrella programme titled the NEAP Support Programme has been launched, for assisting the Government of Pakistan in effective implementation of the National Environmental Action Plan, while addressing the environmental aspects of the Poverty Reduction Strategy, and establishing a mechanism for providing a flexible response to emerging national priorities. The unit has developed new projects in the areas of renewable Energy, Water, Land Degradation and Management Information Systems. Projects worth over $50 million of funding are currently operational under the aegis of the Energy and Environment Unit. UNDP has been instrumental in supporting the Government in development of various Energy and Environment policies and is expected to play an even more important role in implementing these policies. The unit will also be working more aggressively in the areas of Clean Development Mechanisms and supporting the Government meets its obligations under the Multilateral Environment Agreements.

UNDP-Pakistan requires the services of a mid-career professional as Programme Officer, to be based in the Energy and Environment Unit of the Country Office (CO) located in Islamabad, to assist in meeting the objectives, as set forth globally for UNDP’s Energy and Environment theme

Duties and Responsibilities:

Under the supervision of the Energy and Environment Unit Chief, and in close coordination with the CO Team, the Programme Officer would primarily be responsible to undertake the following tasks:

Manage a portfolio of projects/programmes in Energy and Environment Unit by monitoring progress of work through regular reviews, field visits, evaluations etc. in accordance with work plans. Ensure timely and cost effective mobilization of UNDP inputs to produce quality results in accordance with the laid down procedures.

Make substantive contribution to the programme development of Energy and Environment Unit through all the stages from project identification, appraisal and approval. It includes writing diagnostic sector studies, drafting substantive correspondence and launching formulation missions among related activities.

Review periodically, commitment and disbursement levels of the portfolio. Prepare mandatory and substantive budget revisions in consultation with the projects/programmes teams. Monitor closely the orderly liquidation of approved budget resources. Recommend to the Unit Chief timely redirection of resources when feasible.

Maintain, process and analyze information on the GEF focal areas (climate change, biodiversity, international waters, ozone depletion, persistent organic pollutants, land degradation); this would involve identification of new initiatives after a detailed interpretation of GEF procedures and policies for project eligibility, review and screening of project concepts, assessment of eligibility in terms of UNDP/GEF criteria, interaction with the National Focal Point for GEF, international agencies, partner donors.

Prepare progress reports for the overall project portfolios and attending to routine requests for information from UNDP Headquarters, as may be communicated through Energy and Environment Unit Chief. Also meet the reporting requirements of the GEF and co-financing donors according to the specified formats and deadlines.

Initiate and maintain close contact with Government officials, local leaders, NGOs managers and international agencies. Network with these officials to ensure continued success of the UNDP assisted Energy and Environmental programme, while providing policy level advice under the guidance of the Unit Chief.

Environment being a crosscutting theme, provide support to other program areas in UNDP to incorporate environmental concerns in their projects and help them monitor the same. Develop the Energy and Environment unit as a resource to other units.

Routinely provide inputs to the national papers on the poverty and environment such as PRSP, MDGs and other policy documents and support the monitoring of targets established.

Provide inputs for the annual audits and for the preparation of programme guidelines and manuals. Assist with the implementation of these guidelines and manuals.

Assist in the launching of project formulation and evaluation missions, preparation of Terms of Reference, selection of international/national mission members, their briefing/debriefing, discussing reports and proposals to ensure relevance, appropriateness, and quality of documentation; provision of guidance to mission members, in terms of UNDP and other donor project/ programme criteria; ensuring that follow-up is undertaken on the recommendations.

Assist in preparation of Strategic Results Framework (SRF), Results Oriented Annual Report (ROAR), Country Programme and Office Management Plans and take necessary actions to carry out all planned actions as scheduled. Ensure due reflection of the results-based management system in all projects under the portfolio as part of effective monitoring and evaluation.

Participates as and when required to represent Unit Chief in the CO management meetings and inter agency thematic group meetings. Represent UNDP at official meetings, seminars and conferences and other functions, whenever delegated this responsibility.

Coach and train junior/new staff of the Energy and Environment Unit in office management and programme issues. Ensure active role in staff learning and personal professional development activities in accordance with the Results and Competency Assessment (RCA) cycle.
