Minimum 10 years demonstrated experience in preparing case studies, documenting success stories etc. at national/international level
Must possess expertise in Information Technology
Possess innovative ideas, aesthetics, creative talent and artistic mind
Highly result oriented professional having ability to analyze problems logically and objectively applying systems approach and sound judgement in assessing practical solution in meeting deadlines with capability to adjust in changing priorities.
Excellent communication skills in English
Competency in user friendly technical language
Familiarity with UN / Government systems and experience would be an added advantage.

Description:
 

Duties and Responsibilities:

Conduct a detailed study, appraisal and assessment of “IT Component of SDEPP Project”, documenting achievements both at the ECP Secretariat, Provincial and Field Offices. This would entail a comparison of state of IT infrastructure and culture before and after  SDEPP interventions, including anecdotal evidence of how the IT culture has evolved.  In this regard, the Consultant will conduct field visits and hold meetings with the Provincial Election Commissioners and field officers including Deputy Election Commissioners and Assistant Election Commissioners.
Based on the study/analysis, document:
The ECP IT Environment at Secretariat and Field Offices prior to SDEPP.
SDEPP Intervention, Scope of Work and its Impact
Existing structure (both in terms of computerized systems and IT Infrastructure and level of technical expertise available in-house at ECP and SDEPP)
Level of computer literacy i.e., usage of computers and Internet by the ECP management and staff in day-to-day functions and routine operations
Utilization of information technology as a strategic resource in planning, management and decision making functions
Challenges faced and other weak areas, if any, arising from the incorporation of modern age Information Technology.
The requirement of further IT skills training for management/staff
The need for development of technical expertise of ECP IT professionals, according to best industry practices as the benchmark.
Lessons learned
The way forward, future strategy and future training, capacity building and institutional development in the IT field at ECP Secretariat, Provincial and Field Offices – How to sustain the systems (maintain, update, refine and enhance the systems)

Deliverables:

Produce Publishable Report/Document on IT Component; capturing the baselines, achievements, challenges, lessons learned and Way Forward

All outputs, documents and deliverables shall be discussed with the concerned officials of PMU, ECP Management and UNDP Country Office before finalization.
