Thematic Working Groups (TWG) constitute of United Nations agencies working together as part of the “Delivering as One” reform process specifically focusing on a collaborated vision of developing and managing joint programmes.
To reach common goal of joint programming, TWGs have agreed to hire a consultant or service provider company for the following:
Stake Holders’ analysis expert::
1. The expert must possess advance knowledge of tools and techniques of carrying out a detailed Stakeholders’ analysis required to engage specific thematic working groups. The expert will have in depth understanding of the methodologies and applicability of tools such as Problem Tree, Spheres of Influence, Role-Pattern and Gap analyses.
2. Using the Human Rights Based Approach (HRBA) and Results Based Management (RBM) methodologies, the expert will develop a Matrix from the Stakeholders’ Analysis that clearly demonstrates the gaps in the capacity of the Duty-Bearers to fulfill their obligations and those in the Claim-Holders to ensure their rights for each of the issues identified. The expert must be able to guide the TWGs in selecting the relevant stakeholders for the thematic area and construct a prioritized Stakeholders list for detailed analysis with selected sub-groups of the TWGs.
The expert would be responsible for ensuring that in his/her respective areas of specialization he/she meet the stated objectives of all the TWGs and sub-groups. The expert will provide analysis for his/her area of work in the form of written reports and provide ideas to improve the productivity of the group(s) they are working with to reach the common goal of joint programmes in the thematic areas
