Thematic Working Groups (TWG) constitute of United Nations agencies working together as part of the “Delivering as One” reform process specifically focusing on a collaborated vision of developing and managing joint programmes.
To reach common goal of joint programming, TWGs have agreed to hire a consultant or service provider company for the following:
1. The expert must possess advance knowledge of techniques of carrying out a detailed Logical Framework analysis required to engage specific thematic working groups. The expert will have in depth understanding of the methodology and applicability of this tool in determining the appropriate level of prioritization in context of the issues arising from the completed sectoral Situation Analysis.
2. The expert will guide the groups in prioritizing the issues arising out the Situation Analysis including results of the Stakeholders and SWOT analyses. The expert will ensure that the main prioritization workshop output is in the form of a Results Matrix following the guidelines for joint programming used by the United Nations system and provides the basis for the development of the M&E Framework for the joint programmes.
3. The expert will have the capacity to thoroughly understand the process being undertaken for the One Programme pilot in Pakistan in order to develop an action plan for the prioritization workshops. The TWG Co-chairs and RCO will provide all assistance to the expert in familiarization with this process.
The expert would be responsible for ensuring that in his/her respective areas of specialization he/she meet the stated objectives of all the TWGs and sub-groups. The expert will provide analysis for his/her area of work in the form of written reports and provide ideas to improve the productivity of the group(s) they are working with to reach the common goal of joint programmes in the thematic areas
