Minimum 5 years working experience with sustainable development and community development projects in the government, international organizations and/or NGOs. Proven management skills, experience in development project budgets and financial reporting and practice from managing a multi-disciplinary teams as well as excellent communication skills with demonstrated ability in report writing English and in Urdu is required.

An interest in participatory development methods and knowledge of monitoring and evaluation tools is desired. The candidate should posses the ability to think alternatively, work under pressure and meet strict time limits. S/he should have good interpersonal skills, ability to show cultural and gender sensitivity. Computer literacy in commonly used software is a must.


Under the supervision and guidance of the Provincial Project Manager (PPM), the City Manager has the overall responsibility for the daily running of the city office. S/he will plan, implement and evaluate overall activities of the city office. S/ He will perform the following functions.
 He/She will be responsible for identification, selection, preparation and execution of the development schemes at the City Office and coordinate implementation of all project outputs according to the project documents and the procedures in the Project Cycle Operational Guideline Manual.
Ensure that all proposals are duly prepared and submitted for approval and maintain the quality of the development work undertaken by the city office
He/She will be responsible for the overall administrative, financial and technical matters and records of the city office.
Coordinate with the key agencies at the city office, represent the project in all formal meetings, Interact with donors and mobilize local funds.
Prepare, implement and follow up quarterly and annual work plans.
Prepare monthly, quarterly and annual progress reports.
Arrange training programmes, workshops, symposia and policy dialogues to support decentralization and strengthening of local governance and create demonstration effect.
Arrange and monitor internal and external exposure visits for line departments and target groups to NGOs and model areas compatible to the project objectives.
Oversee procurement at the city office and ensure the maintenance of vehicles, equipments, NEA inventory list, logbooks and telephone register. Also ensure the submission of Petty cash statement together with the supporting documents at the end of the each month.
Develop and implement participatory monitoring and evaluation mechanisms for the city office.
Any other task assigned by the Project Manager.
