Experience:

At least 5 to 7 years of relevant experience of working on the gender issues along with experience of facilitating/carrying out trainings.
Understanding of government procedures and budgets.
Excellent written and spoken English/Urdu.
Computer literate. Should be familiar with Internet and Computer Software: MS Word, MS Excel and MS Power Point.
Knowledge of the UN system preferred

Description:
 

1. Background
UNDP Pakistan with its cost sharing donors is assisting the Ministry of Finance in bringing the Gender Budget Initiatives forward by: 1) broadening and diversifying the government Ministries involved in advocacy for gender budgeting; 2) collaborating with other donor partners; and 3) bringing gender budgeting to local governments. The Gender Responsive Budgeting Initiative (Pilot) project (GRBI) aims to: develop skills to prepare, review and analyze budgets using the gender lens, promote policy and resource allocation with a gender perspective, and build the advocacy skills GOP and of civil society organizations for gender budgeting.

2. Duties and Responsibilities
The Capacity Development Specialist will be responsible for the following tasks: 

Review GRB capacity development program including training modules.

Create a capacity-building support and coordination mechanism as described in the project work plan

Carry out capacity building activities as and when required.

Identify, draft the TORs for the institutions and resource persons who will carry out the activities outlined in the GRBI work plans.

Carry out research work on issues related to gender responsive budgeting

Prepare advocacy material as outlined in the work plan and facilitate /coordinate advocacy activities. 

Regularly provide material to update the website

Carry out assignments as handed over by the NPD and NPM GRBI

Support in preparation of quarterly and annual progress    reports.
