Background: The European Community will fund a trade related Technical Assistance Programme for the Islamic Republic of Pakistan. The programme will assist with dealing with technical aspects of the multilateral trading system (MTS), and contribute to build capacity to implement existing obligations of the Word Trade Organization (WTO) and to participate meaningfully in the WTO negotiations. The WTO agreement on textiles and clothing is expected to abolish the quota system in January 2005. Pakistanís textile export account for 75% of total annual exports to the EU and the change in the quota system will create new opportunities for the countryís export industry. National Programme Coordinator (NPC) Responsibilities: Under the overall guidance of the Chief of the Office for Asia pacific, Latin America and the Caribbean (OAPLAC) of the Division of Technical Cooperation Coordination (DTCC) of ITC and reporting to the Desk Officer of OAPLAC/DTCC responsible for Pakistan for day-to-day operational management of the programme the incumbent will: Prepare and propose annual and quarterly work plan to ITC HQís, for the approval; monitor, review, update and ensure the implementation of the approved plans according to schedule; coordinate activities with counterparts of ITC in Islamabad and in Karachi providing substantive guidance and advice; draft and submit to ITC HQ for approval terms of reference for national short-term consultants and sub-contractors and prepare evaluation of their performance; Prepare work schedule and induction briefing for international consultants. Establish a complete list and data base of all documents in Pakistan that deal with MTS and its implications on the Pakistani economy; Participate in the training events that will be organized by the programme and ensure that the participants are selected according to relevant criteria; Prepare background notes and report base on the conclusions and recommendation of National and International Consultants and sub-contractors; Prepare programme status reports, annual progress reports as required, for various coordination meetings, Programme activities and for the meetings of the ITC Programme Steering Committee. Act as the Secretary of this Committee. Mandatory experience required: A minimum of 10 years of experience in international trade issues, particularly in trade negotiations and agreements, either in government position or in a business sector position dealing with these issues. In-depth knowledge of WTO Agreements, the MTS System, the various regional agreements and their implications on the economy of Pakistan. Very good knowledge of the structure and operational methods of the Pakistani Government Services. Very good knowledge of the structure and characteristics of the Pakistani economy, the problems affecting the export supply, the identified bottlenecks and the main issues involving international trade operations. Experience in organizing training events in other programme activities and participating, as required, as a lecturer in such events. Knowledge of development assistance issues. Basic knowledge of relevant institutional mandate of UN institutions involved in the programme.(WIPO, UNCTAD, UNIDO, ITC)as well as WTO. Desirable: A specialization in International Trade. Previous experience as an international or national expert or as a national counterpart to development assistance projects.
