Description:
 

The report of the High-level Panel on UN System-wide coherence makes a strong case for reform to reduce fragmentation and improve efficiency and effectiveness. A key recommendation is to establish ‘One UN’ at the country level with one leader, one programme, one budgetary framework, one management practice, and whenever appropriate, one office. This is the ultimate objective of UN reform in Pakistan.

Some 18 UN entities are operational in Pakistan, with different mandates, different sets of global priorities, and different operational, managerial and delivery systems. The vision of the UN Country Team (UNCT) is to deliver ‘as One’ by overcoming systemic fragmentation in supporting human development, especially the MDGs, as well as in delivering humanitarian assistance where necessary.

Environment has been identified as one of the five thematic areas  for Joint Programme(s) by the UNCT and the Government of Pakistan. A Thematic Working Group (TWG) on environment has also been constituted by the UN Resident Coordinator.

Tasks to be performed:

1. Review the High Level Panel Report “Delivering as One”, National Conservation Strategy, mid-term Review of National Conservation Strategy, National Environment Policy, MTDF  & PSDPs  for the environment and water and sanitation sectors, Pakistan MDG report-2006, PRSP, Pakistan Strategic Country Assessment Report, Outcome Evaluation of UNDP’s Environment and Energy Programme, National Sanitation Policy, National Water Policy, Common Country Assessment (CCA)-2003, UNDAF (2004-08) , Pakistan State of Environment Report-2005, ProDocs of ongoing/planned projects and programmes and other relevant documents of GOP/UN and Civil Society Organizations.

2. Prepare a comprehensive situation report on the environment sector in Pakistan.  The report should, inter-alia, identify and describe the key environmental issues and challenges facing Pakistan and include data/statistics pertaining to each of the identified issue/challenge along with a brief description of the corresponding causes/impacts.
 
3. List all stakeholders against each identified issue listed in task 2.

4. Identify, in consultation with the Government, UN and other partners, the priority areas for support by UN over the next three years (2008-10) so as to enable the Government meet the objectives of the National Environment Policy and related MDGs targets.  This task may include meetings with officials of the Ministry of Environment, Planning and Development Division, other line ministries, UN Agencies and civil society organization as well as holding a one-day stakeholders’ workshop. 

5. Draft the environment sector related inputs for revision of UNDAF (2004-10) in line with the national priorities. 

6. Draft “Joint Programmatic Framework: 2004-10” for the environment sector for the UN System Pakistan.

7. Submit draft findings to UNDP for review by the task force, prior to a presentation to the TWG with recommendations for next steps for the formulation of Joint Programme(s).

Final Output:

A comprehensive situational analysis report, highlighting the process, key findings and recommendations for the “Joint Programmatic Framework: 2004-10”.

Reporting Arrangements and Duration of the Study:

The consultant would report to UNDP as the co-Chair of TWG. The study and final presentation will be completed within the month of June 2007
